Job Summary

Subject to formal establishment a vacancy will arise for an OF5 to serve as OPLIN Programme Director at JCG RAF Digby on Full Time Reserve Service (FTRS) Limited Commitment (LC) Terms and Conditions of Service (TaCoS) with an initial proposed start date of Sept 2026.

An OF5 is required for Programme Director of the CEMA Modernisation Programme.

The OPLIN Programme Director will be responsible for the delivery of the programme objectives answerable to the OPLIN 1* Oversight Board and 2* Executive Group. Programme OPLIN will also provide coherence to JCG involvement in a number of other Defence and Partners Across Government (PAG) lines of development in the CEMA field.

Several change programmes are ongoing within Defence and CSOC which directly impact HQ JCG. The incumbent will be required to engage with these programmes and offer agile solutions to maintain the functional output of the HQ in the CEMA field.

Applicants require to demonstrate extensive and longstanding SI/CEMA experience spanning tactical to strategic levels essential in effectively supporting the Defence output.

The post requires Developed Vetting clearance as well as additional security clearance checks with the offer of employment being conditional on obtaining all necessary security clearances.

While this is an ANY role preference would be given to RN Warfare Army RSigs/Int Corps or RAF (Int) Professions.

Responsibilities

The role includes but is not limited to:

  1. Managing the day-to-day business of the OPLIN Programme on behalf of the 1* OPLIN Oversight Board.
  2. Leading and cohering efforts to develop and enhance the partnership structure between Defence and PAG.
  3. Managing all risks issues and opportunities of the OPLIN Programme on behalf of the 1* Oversight Board.
  4. Managing stakeholder engagement to enable OPLIN outcomes and present options for resource prioritisation.
  5. Developing and enhancing requirements and tasking mechanisms across JCG and CEMA enterprises in support of the DTW.
  6. Developing the Operational DLOD of Project MEHARIST to design and deliver the Near Real Time (NRT) Ops Hub.
  7. Working with PAG on Project VENTURA and the associated development of the national Electronic Order of Battle (EOB).
  8. Developing officer training pathway for CEMA Officers and develop Military Analysis tradecraft / Pan-Defence Skills Framework (PDSF) competences in accordance with PAG.
  9. Completing ad hoc tasking and assignments as directed by Comd JCG to support wider HQ JCG objectives.
