The primary purpose of this position is to perform the full range of journeyman-level utility system operation maintenance and repair duties installing repairing and modifying water distribution sewage collection natural gas distribution systems facility plumbing fire suppression systems liquid fuel storage /distribution systems and backflow prevention devices.
- Maintains installs operates repairs and tests a variety of complex equipment and systems involvingnew andexisting utility supply and disposal systems and equipment such as fire suppression systems waterdistribution pumps water treatment systems chemical dispensers electronic and mechanical altitudevalvessewage lift station pumps natural gas distribution system components water closets faucets andbackflowprevention assemblies.
- Performs all phases of liquid fuel system and component maintenance including preventivemaintenancetroubleshooting repair and modification. Removes installs repairs and troubleshoots componentparts of fuelsystems to correct malfunctions of turbine centrifugal and rotary pumps manually operated plug/ballvalveshydraulically-operated diaphragm-type valves pilot control systems tank gauges and vents filterseparators fuelflow meters hydrant outlets differential pressure gauges and truck loading and fill connections.
- Troubleshoots and repairs problems in the electrical components of water sewage natural gas fire suppression and fuel distribution systems. Performs electrical inspection of electro-mechanical components.
- Participates in cleaning the interior surface of bulk storage tanks above and below ground by entering tanks.
- Utilizes safety practices and procedures following established safety rules and regulations and maintains a safe and clean work environment.

- The work requires the employee to drive a motor vehicle. An appropriate valid drivers license is required for the position.
- Member may be required to hold and act as Government purchase credit (GPC) card(parts/equipment buyer).
- Occasionally is exposed to communicable disease or infectious matter.
- The physical requirements of this position as determined by the manager are: Frequently works in confined areas in and around boilers and support equipment e.g. auxiliary and pollution control equipment.
- Work requires moderate to strenuous physical effort and long periods of walking kneeling standing climbing bending and crouching.
- Frequently lifts and carries parts equipment and chemical supplies weighing up to 50 pounds unassisted and occasionally items weighing over 50 pounds with assistance of other workers or weight handling equipment.
- This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program.
- Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the AirForce national security and public safety.
In order to qualify you must meet the quality level of experience requirements described in the Office of Personnel Management (OPM) Qualification Standards Handbook X-118C.
QUALIFICATIONS: Applicants will be rated in accordance with the OPM Qualification Standard Handbook X-118C for the WG-4700 General Maintenance & Operations Work Group; Maintenance Mechanic. Although a specific length of time and experience is not required for most blue-collar positions you must meet any screen-out element listed and show through experience and training that you possess the quality level of knowledge and skill necessary to perform the duties of the position at the level for which you are applying. Qualification requirements emphasis is on the quality of experience not necessarily the length of time.
The screen out element for this position is the Ability to do the work of a Utility Systems Repairer-Operator WGwithout more than normal supervision
JOB ELEMENTS: Your qualifications will be evaluated on the basis of your level of knowledge skills abilities and/or competencies in the following areas:
- Knowledge of operation maintenance and repair of dry-pipe wet-pipe aqueous film-forming foam and high expansion foam fire suppression systems for aircraft hangars and other specialized facilities.
- Knowledge of utility distribution storage and collection system installation/isolation/repair and of the physical properties and hazards associated with the various systems encountered.
- Knowledge of fuel distribution and storage systems; of the physical properties and hazards associated with the handling of various types of petroleum fuels; and of preventive maintenance and inspection techniques as applied to fuel distribution and storage systems.
- Knowledge of safety environmental and security regulations procedures and practices.
- Knowledge of technical practices in order to plan lay out install modify troubleshoot and repair various systems and equipment as well as techniques used to measure cut thread join and fit piping and tubing.
- Skill in using and maintaining various hand and power tools such as multi-meters flange spreaders motor joists/lifts hydraulic jacks impact wrenches pneumatic tools air compressors torque wrenches etc. Skill in installing modifying and repairing new and existing non-industrial & industrial facility plumbing water supply and wastewater disposal systems/equipment and skilled in calibrating fuel dispensing systems and tank and pressure gauges.
Performs work that involves frequent bending reaching crouching kneeling crawling stooping standing arm movement and climbing. Sometimes must work in awkward tiring or uncomfortable positions or cramped areas. Frequently lifts carries and sets up parts and equipment weighing up to 50 pounds and occasionally lifts items weighing over 50 pounds using jacks hoists or helpers. May be required to make repairs and installations from ladders scaffolding and platforms where the parts of the systems being worked on are in hard-to-reach places as well as having to enter bulk storage tanks through manholes.
Working Conditions:
Work is performed inside and outside and may be subject to extreme heat and cold and hard damp floors or surfaces. Work is usually dirty dusty and greasy. May be required to make installations and repairs outside during inclement weather. Frequently exposed to the possibility of cuts scrapes strains bruises burns infections and skin abrasions. Subject to skin irritation from fuels and oils; exposure to noxious fumes or toxic vapors; and danger of fire explosion electrical shock and asphyxiation. Occasionally exposed to the possibility of broken bones. May be subject to claustrophobic conditions and the wearing of cumbersome breathing equipment when performing periodic cleaning of the interior of bulk storage tanks. Works around machinery or moving parts. May wear and use uncomfortable protective clothing and safety devices such as protective eyeglasses ear devices hard hats hard-toe shoes
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience including volunteer work done through National Service Programs (i.e. Peace Corps AmeriCorps) and other organizations (e.g. professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience including volunteer experience.
