Description of Work

The primary purpose of this professional level position is performing the accounting for the Escheat fund and other Statewide Accounting functions and tasks including but not limited to accounts receivable bank reconciliation cash management and general ledger for the Department of State Treasurer. This position works closely with Unclaimed Property (UPD) State and Local Government Financial Division (SLGFD) external State agencies such as Register of Deeds and DOT as well as other divisions in the State Treasurer Department and Office of State Controller. This position reports to the Statewide Accounting Manager in the Financial Operations in this position are considered essential to operations for the Department of State Treasurer. This may require mandatory on site work during adverse or crisis situations. Essential duties are a condition of continued employment. This position is considered an essential position within FOD of the Department of State Treasurer including but not limited to the following business processes: Vendor Payment Processing - Manual Deposit of Checks and other Deposits Premiums and claims refund daily deposits.

Description of Work

  • Receiving certifying and recording of Unclaimed Property Division daily deposits and returns.
  • Processing and printing of Unclaimed Property Division claimant checks and recording related activity in NCFS.
  • Performs month-end close-out including balancing of accounts and bank reconciliation of the Unclaimed Property Division fund.
  • Prepares monthly and annual reporting for the Unclaimed Property Division fund including the ACFR portion for Unclaimed Property Division.
  • Prepares the Forecast document containing financial results the annual Escheats Collections worksheet and various elements contributing to the Departments annual ACFR packages.

Knowledge Skills and Abilities/Management Preferences

Qualified applicants must possess and application must clearly reflect work experience that demonstrates the following:

  • Demonstrated ability at intermediate level using state or local accounting systems to enter track and reconcile financial transactions.
  • Demonstrated experience processing checks.
  • Demonstrated experience with Excel and Word.
  • Demonstrated organizational and time management skills.

Management Preferences:

  • Prefer two years of experience utilizing NCFS accounting system.
  • Knowledge of and experience with year-end ACFR process.

Minimum Education and Experience

The minimum Education and Experience is an associates degree in Accounting from an appropriately accredited institution and two years of experience in accounting; or High school diploma or General Educational Development (GED) diploma and four years of experience in accounting work; or an equivalent combination of education and experience.
