Job Summary

Introduction

The MarylandDepartment of Labor (MD Labor) Division of Unemployment Insurance is accepting applicationsfrom qualified candidates for the position of UI Professional V Benefits-Supervisor. This recruitment willbe used to fill current and future vacancies. The resulting eligible list willbe maintained for one year after the closing date of the announcement.

Main Purpose of Job
MAIN PURPOSE OF THE JOB: THE MAIN PURPOSES OF THIS POSITION ARE TO ASSIST BPC DIRECTOR IN DEVELOPING PLANNING COORDINATING AND MANAGING THE DAILY OPERATIONS WITHIN THE BENEFITS PAYMENT CONTROL UNIT (INVESTIGATIONS AND OVERPAYMENT AND RECOVERIES SECTIONS) FOR THE DIVISION OF UNEMPLOYMENT INSURANCE (DUI) IN ACCORDANCE WITH THE EMPLOYMENT AND TRAINING U.S. DEPARTMENT OF LABOR (USDOL); WILL DIRECTLY LEAD BPC SUPERVISORS; ASSIST IN CREATING POLICIES PROCEDURES AND ESTABLISH INTERNAL CONTROLS THAT EFFECTIVELY PROTECT THE INTEGRITY AND SECURITY OF UI PROGRAM STAFF PROGRAM OPERATIONS AND SYSTEMS UI FUNDS UI DATA AND OTHER STATE ASSETS; TO REDUCE THE POSSIBILITY OF INTERNAL AND EXTERNAL FRAUD BY MINIMIZING PROGRAM VULNERABILITIES AND FAULTY PROCEDURES; AND TO HELP PREVENT IDENTITY THEFT.
POSITION DUTIES
  • Coordinate review and lead the effort and work of a unit comprised of UI Professionals/Associates responsible for taking and processing claims answering claimant questions conducting fact-finding interviews and completing non-monetary determinations in accordance with established guidelines.
  • Provide feedback guidance and training to UI Professionals/Associates in current complex departmental policies procedures and programs to ensure all internal and external goals are met; ensure a satisfactory level of efficiency.
  • Contributes to the compilation of metrics information to report to leadership.
  • May ensure that lower-level staff members are reviewing and taking appropriate action on work items generated through the system. Assist in training current and new staff on Beacon processes & procedures.
  • Coach and train employees to attain desired levels of performance.
  • Monitor workload reports to ensure timely payment of benefits.
  • Provide quality customer service and education to claimants vendors and employers.
  • Train new employees in departmental policies procedures and programs. Provide quality customer service. Screen interview and select UI staff in conjunction with the Director.
  • Compile and main legible accurate records documenting the progress of individual staff and conduct and complete the evaluations of lower-level UI Professionals/Associates utilizing the performance planning and evaluation.
MINIMUM QUALIFICATIONS

Applications that meet the minimum qualifications will be referred to the hiring manager for interviewselection. Units will select those candidates most closely demonstrating thequalifications for interview.

Experience: Eight yearsof experience in a public/or private agency rendering and/or determiningeligibility for a Human Service Program or an insurance claims processing andfraud investigations program OR four years of experience in administrative staffor professional staff work and an additional four years of experience in apublic/or private agency rendering and/or determining eligibility for a HumanService Program or an insurance claims processing and fraud investigationsprogram .

Notes:

1. Candidates maysubstitute the possession of a Bachelors degree from an accredited college oruniversity and four years of experience in a public/or private agency renderingand/or determining eligibility for a Human Service Program or an insurance claimsprocessing and fraud investigations program OR four years of experience inadministrative staff or professional staff work for the required experience.

2. Candidates maysubstitute additional graduate level education at an accredited college oruniversity at the rate of 30 credit hours on a year-for-year basis for therequired general experience.

SELECTIVE QUALIFICATIONS

(2) Two years of experience planning coordinatingsupervising or evaluating the work of professional and/or support staff.

Experience preparing reports correspondence orprogram-related documentation.

Experience analyzing facts evidence or programinformation to make recommendations or determinations.

Personnel employed in this classification willhave access to federal tax information and must undergo a state and FBIcriminal background check as a condition of employment.

All candidates are subject to abackground check against files maintained by the Division of UnemploymentInsurance (MD Labor/DUI) to determine whether any monies are owed to MD Labor/DUIas a result of unemployment insurance overpayment/fraud. Any unpaid debt mayhave an impact on whether or not a candidate is offered employment.
