Duties

This position is in the Personal and Professional Development (P&PD) Branch; Marine and Family Programs; Marine Corps Community Services. The purpose of the Career Services Specialist is to perform a full range of career coaching duties and advisement in the areas of employment education vocational/technical programs and credentialing. The purpose of the Career Services Specialist (Transition Readiness Program (TRP) Advisor) is to perform a full range of career coaching duties and advisement in the areas of employment education vocational/technical programs and credentialing. The incumbent is a member of the Transition Readiness Program (TRP) that assists military members as they transition to civilian life.

Assists in the development of plans for current and projected programs to achieve goals and objectives. Collects verifies and adjusts data from diverse sources and performs qualitative analysis. Prepares reports and input for budgets. Research information on local and national career education and/or recruitment processes and standards and labor market trends and produces supporting materials for distribution to clients. Organizes special events such as job and career fairs and facilitates and/or supports all other assigned activities and events. Promotes awareness of the programs through targeted outreach efforts including marketing campaigns informational sessions and networking events aimed at increasing visibility and understanding of the available services. Utilizes and maintains systems of outreach strategies and community partnerships in an effort to ensure widest utilization of programs standard operating procedures and methods of technology-based service delivery models. Assists in the establishment and maintenance of relationships with corporate industry personnel small businesses local chambers of commerce state employment services universities and private employment agencies to develop a network of potential employment opportunities for clients. Collaborates with employers to cultivate job opportunities foster strategic partnerships and professional relationships to assist clients in achieving their professional goals. Maintains continuous communication with military members to assist with their completion of the Transition Readiness Seminar (TRS) requirements in support of their post-separation goals as well as Headquarters Marine Corps (HQMC) leadership and management branches of the DoD external agencies and inter-agency partners academic institutions and nonprofit organizations to collaborate and provide continuity of services through referrals and warm handovers and to support activities and events.


Executes HQMC established data collection reporting processes and procedures. Documents and reports services provided and support rendered. Supports program evaluation efforts; participates in the Inspector General of the Marine Corps (IGMC) Comprehensive Command Inspections (CCI) prepares reports after-action requirements and follow-on support for all assigned unit-level inspections through the Commanding Generals Inspection Program (CGIP). Recommends corrective actions and supports follow-up inspections. Supports and participates in the Marine Corps Family Program (MCFP) Certification; participates in MCFP Certification interviews and observations as requested. Evaluates and interprets data to identify and clarify issues and concerns; conducts organizes and provides program analysis to ensure functional needs are met for programs and services.


Provides individualized instruction advice and guidance to assist the clients with their completion of the Individual Development Plan (IDP) and Individual Transition Plan (ITP) in support of their post-separation goals. Advises clients on the development of skills required by employers and provides information on the entrance requirements to colleges universities and vocational/technical institutions. Coaches clients with completion of the individualized Initial Counseling (IC) and Capstone Review and properly documents their completion on the DD Form 2648 eForm.

Assists clients in developing job search skills such as resume writing and interviewing techniques. Assists clients with completion of all Transition Readiness Seminar (TRS) requirements and documents the clients completion of the TRS requirements. Assists in the development of procedures that support effective execution of advisement to promote the academic career personal and social development of clients. Adapts services for clients as needed. Instructs standardized TRS curriculum to support the clients completion of mandated Career Readiness Standard (CRS) deliverables which includes content such as how to navigate their career and higher education development how to conduct labor market research how to explore their interest skills values and goals to identify suitable post-separation career and educational paths. Actively engages the clients to support their retention of knowledge by conducting interactive demonstrations throughout lectures and facilitating guiding activities hands-on exercises and group discussions. Facilitates P&PD workshops and trainings to include the Pre-Separation Counseling briefs Unit Transition Coordinator (UTC) training Commander/Designee training and command leadership briefs to support the clients completion of the TRS requirements and to ensure units are familiar with and educated on all program requirements. Supports the development of courses on relevant career development topics to include resume writing interviewing techniques networking and salary negotiation to supplement the standardized curriculum and equip clients with the knowledge and skills needed to develop action plans and achieve their career and education aspirations. Organizes and presents workshops on subjects of interest in related topics. Designs and implements effective learning strategies and environments and delivers instruction of high quality. Adapts instructional strategies to meet client needs and utilizes technology and varied media as appropriate. Manages the classroom effectively. Uses Headquarters Marine Corps (HQMC) standardized curriculum and facilitators guide follows the assigned schedule provides clients with course syllabus and participants guides establishes a safe and respectful learning environment maintains accurate client attendance and achievement records and ensures opportunities for client participation.

Provides World Class Customer Service with an emphasis on courtesy. Assists clients and communicates positively in a friendly manner. Takes action to solve problems quickly. Alerts the higher-level supervisor or proper point of contact for help when problems arise. Adheres to safety regulations and standards. Promptly reports any observed workplace hazards and any injury occupational illness and/or property damage resulting from workplace mishaps to the TRP Manager. Adheres to established standards of actively supporting the principles of the EEO program and prevention of sexual harassment. May work a fluctuating work schedule to complete work assignments outside of the typical work week and work hours. May travel to complete work assignments and conduct or attend conferences and meetings. Attends professional meetings education conferences training workshops HQMC conference calls and annual trainings as required to maintain and improve professional competence. This position requires the incumbent to have a valid state-issued drivers license. Located OCONUS the position requires a SOFA drivers license This is a white-collar position where occasional lifting up to 20 lbs. may be required. Performs other related duties as assigned or required. MINIMUM QUALIFICATIONS: A minimum of three years experience directly related to career planning employment services or direct advisement of students. Relevant education may be substituted for experience. Expert ability to communicate effectively and professionally in writing and in person with various levels of technical professional management and administrative personnel. Must also have skills to organize and coordinate multiple projects simultaneously. Expert ability to work independently and follow through on assigned tasks. Skill in establishing and maintaining effective working relationships using tact diplomacy emotional intelligence confidentiality and overall professionalism. Must be able to incorporate and rapidly adapt to changing facets priorities and procedures.


Comprehensive knowledge of the administrative laws policies regulations and precedents applicable to the administration of the career services to include knowledge of the Department of Defense (DoD) and the Marine Corps program goals and objectives the sequence and timing of key program events and milestones and methods of evaluating program depth knowledge of IGMC functional area checklist process and execution.
