THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION.

This National Guard position is for a TRAINING SPECIALIST (TITLE 32) Position Description Number D0579000 and is part of the NC G3 National Guard (JFHQ - G3 - DCSOPS Training / 1421-110).


Duties

As a TRAINING SPECIALIST GS you will develop short and long term training plans (5 years and more) for the state; review and analyze regulations directive sand documents of higher lower and adjacent headquarters to ensure training objectives are identified and met; evaluate plans to ensure compliance with training regulations guidance and policies; identify weaknesses and problem areas in training plans United States Army Western Hemisphere Command (USAWHC) 1Rs (evaluation of training activities) and schedules; serve as states marksmanship coordinator; coordinate resources to ensure units have a viable ongoing unit marksmanship program as outlined in ARNG policy; promote the marksmanship program to commanders; review USAWHC 5 year exercise plans; coordinate change with Adjutant General staff Continental United States Army(CONUSA) NGB and major organizations/installations; evaluates exercise plans; recommend priorities to accomplish training objectives; determine training needs through analysis and interpretation of a wide variety of directives regulations and training objectives of DA and NGB; analyze the 5 yea r Overseas Deployment Training (ODT) Plan; coordinate and disseminate changes to the ODT Plan with CONUSA NGB TAG staff USFPO and units; attend and participate in CONUS OCONUS major command conferences and training meetings; manage Key Personnel Upgrade Program (KPUP); develop KPUP opportunities with CONUS and OCONUS active component commands; coordinate with CONUS OCQNDS UACOWS NGB and ARNG units during execution of training opportunities; develop plans policies and guidelines for state KPUP; manage Technical Assistance Program and Special Training Program; review requests for active component support staffs requests for technical assistance and prepares recommendations to Training Administrator; draft instructions and guidance to units with approved assistance missions; develop plans and procedures for directed and nondirected training to include affiliation round out and split unit out-of-state; disseminate training opportunities and invitations and coordinates with active and reserve units to consummate training; manage Nuclear Biological Chemical (NBC) Program; identify individual collective and team training requirements; ensure proper testing methods and procedures are employed; ensure specialized training requirements are met (medical aviation and weapons qualifications); manage Physical Training (PT) Program; monitor testing and evaluates results of command level program; perform profile tracking; evaluate trends for identifying strengths and weaknesses of the program; coordinate on displaced equipment training and new equipment training with staff management officials as required; provide budget input for special training activities for the state operating budget and mid-year review; acts for the supervisor in his/her absence; may participate as a member of the Force Modernization Committee and state Readiness committee; perform other duties as assigned.

Qualifications

Military Grades: Warrant Officer (WO1 - CW5) or Officer (O3 - O4)

Basic Qualifications: Skill in collecting and analyzing data effectively efficiently and accurately. Ability to write English in reports and presentation formats. Ability to communicate -orally and in writing- clearly and effectively. Ability to assess body language to ensure positive response and understanding results. Skill in applying procedures and directives by reading and interpreting technical material.

GENERAL EXPERIENCE: General Experience: Applicants must have the experiences education or training that demonstrates the ability to follow directions to read understand with the ability to retain and recall a variety of instructions regulations and procedures; and most importantly for specific positions must have the competencies (Skills Knowledge Abilities and Behaviors) to translate specific subjects criteria and information into a teaching/training capability.

SPECIALIZED EXPERIENCE (must have 12 months equivalent to the GS-09): Have experiences that demonstrated particular knowledge skills abilities and behaviors to successfully perform the duties of the position. Knowledge of Army or Air Force vision values organization policy and mission is mandatory. Knowledge in training centers training programs schools and units for these systems. Have experiences in conducting and developing education and training programs. Also experienced in conducting supervising or developing education or training programs. Knowledge in the Army or Air Force education and training policy requirements. Experienced in managing programs to include developmental education voluntary education advanced academic education promotion testing and libraries. Knowledge is mandatory of audio-visual presentations educational tests and measurements and instructing techniques. Knowledge is mandatory of Army or Air Force education and training programs in regard to their principles policies and procedures. Experienced in performing interviews and counseling techniques; training techniques and instruction methods; task analysis procedures learning processes curriculum development training evaluations and education and training systems and products. Must have effective writing skills; editing practices; instructional media applications training reports programand curriculum validation and training implementation procedures. Experiences in training program management; scheduling training events and facilities; conducting assistance visits and training meetings; work center and individual job qualification standard development; education institution registration requirements; military personnel classification system and policies; communicative interpersonal skill applications; and distance learning concepts. Experienced and effective communicator. Abilities and experiences in presenting professional courses and briefings; and proficient capabilities in writing reports and records. Experiences as a participant and presenter during training and military or civilian conference events. Experiences in organizing and preparing instructional materials. Understands and applies formal training objectives. Able to develop course syllabi training project outlines and daily and weekly lesson plans. Experienced in preparing assignments laboratory exercises demonstrations training aids and references and related material required to parallel and supplement course outline. Experienced in the art of instructing personnel such as determining the instructional methods for class size and subject matter. Capable of instructing students by lectures discussions demonstrations group activities and laboratory work. Experienced in using audiovisual aids such as mockups graphs training films and film strips. Experienced in training aids such as achievement and aptitude tests and rating scales. Experienced in identifying and conducting individual learning difficulties diagnoses and recommends courses of remedial instruction. Understands and applies basic classroom preparations for effective instruction using controlling factors such as temperature ventilation lighting cleanliness and arrangement of desks and equipment.
