Technical Writer

Pinao Consulting Group is seeking an experienced Technical Writer to support the Department of Defense and Veterans Administration (VA) Vision Center of Excellence (VCE). This full-time position shall provide technical writing expertise in support of the Epidemiology and Data Analytics Support effort for the VCE. The person in this role will contribute to studies and investigations involving ocular trauma vision-threatening conditions and other scientific areas that will enhance the understanding prevention and treatment for the U.S. Military and Veteran population. The Technical Writer shall review relevant literature sources regulatory documents and protocols prepare Human Research Protection documents access and utilize multiple data sources and conduct advanced assessment of the epidemiological and bio-statistical analyses with the objective of developing reports. Reports may include DoD and/or VA-specific products or professional papers for potential submission to peer-reviewed journals.

DUTIES and RESPONSIBILITIES:

Combine writing and communication skills with detailed knowledge and understanding of epidemiological studies.

Provide recommendations for presentation of the research findings and statistics from the analysis of ocular data.

Confirm and validate with the Program Manager Senior Data Scientist and the Epidemiologists the data set format for data presentation timeline(s) for analysis review and quality control and publication of results; etc.

Present the requested information to the government for review and approval.

Prepare and submit a monthly report of biostatistical activities including but not limited to: requestor information organizational affiliation team members work hour allocations for tasks and related meetings and activities and financial reporting summary .

Identify and develop standard operational procedures (SOP) to support the teams analytical processes for data management data cleaning and analysis. Assist with preparing a list of proposed SOPs for submission to the Government for review concurrence and setting of priorities. SOPs will be amended and/or expanded based on data management processes and lessons learned.

Submit analytical findings according to documented and approved brief formats and presentation (face to face video teleconference phone etc.). Review and confirm with the data requestor the format for briefings change processes etc. and submit the final draft to the Government for review and approval according to Government schedule.

Develop a client-approved format for presenting lessons learned at the completion of each bio-statistical project. The Government will define the type of bio-statistical project and parameters for completion at the time the project is proposed and/or assigned.

Support the Senior and mid-level Epidemiologists in the analysis of the trends magnitude and impact of ocular trauma vision-threatening conditions and other multi-sensory/scientific areas as needed across the U.S. Military and Veteran population. This will include assessment of adverse effects on military job performance and military retention and well as advanced analysis and modeling and working with other VCE and/or Defense Health Agency (DHA) J-9 teams both internal and external.

Must be able to produce a wide range of information educational and promotional material in addition to draft regulatory documents and provide the program manager with progress reports on project milestones at stated intervals during the project lifecycle.

Develop maintain and document a process for designing and writing reports and publications based upon the epidemiological studies related to ocular vision and/or clinical related data.

Prepare clear and concise written reports correspondence and professional papers for potential publication via submission to peer-reviewed journals and for presentation at vision health conferences.

Prepare the final draft documents for publication including study briefs presentations and submissions. Publications may include technical reports for dissemination within the DoD and VA medical community channels or professional papers for submission to peer-reviewed medical journals.

Facilitate obtaining approval from relevant Government authorities for public distribution of reports and papers including the DoD and VA Human Protection Offices and Public Affairs Offices.

Develop a detailed project plan for assigned topics including data sources timeline data access and data security requirements.

Update the project plan every other month after the initial deliverable is submitted to reflect current content and modifications.

Deliver to the Program Manager the final technical report/publication paper.

Skills / Qualifications:

Two to six years of experience in technical writing for statistical data analysis with an emphasis in ocular health or another medical field.

Strong consulting analytical and quantitative skills.

Experience working with data analytics using statistical tools and platforms such as SAS SPSS R and Python.

Track record of effective collaboration within a cross-functional environment with people of diverse backgrounds.

Demonstrated ability to combine scientific knowledge with writing skills and aptitude to present complex medical and life sciences information clearly and accurately for a range of different audiences including clinicians researchers policy makers and the general public.

Writers must have good research skills and the ability to gather analyze and interpret data from published and Internet sources.

Must be a self-starter with a demonstrated ability to develop collaborative working relationships and the flexibility to manage multiple time-critical tasks.

Must possess strong spoken and written communications skills.

Skilled in MS Word/Excel/ Power Point.

Education:

Bachelors degree in science medicine journalism English or communications OR an equivalent combination of education and work experience.

Security Clearance:

Must be a U. S. Citizen and be able to obtain and maintain a SECRET clearance with DoD.

Current SECRET clearance is preferred.

Work Experience:

2 to 6 years of experience in technical writing for statistical findings from scientific research projects with an emphasis in ocular health or another public health or medical field.

Short-Term Disability: Short-Term Disability Insurance is provided by Lincoln Financial CA. Pinao pays 60% of the premium for each eligible employee up to $2000.

Long-Term Disability Insurance: Disability Insurance is provided by Lincoln Financial CA. Pinao pays 60% of the premium for each eligible employee up to $9000.

401K: Pinao provides a 401K plan through Betterment. Pinao pays for all administration fees and provides matching funds up to 4% of a participating employees gross income.

Temporary duty: (Two Weeks 80 hours) Military Leave: In addition to the rights and benefits provided to Employees taking Extended Military eligible Employees who must be absent from their job for a period of not more than ten working days each year in order to participate in temporary military duty are entitled to as many as ten days paid military leave. All benefits will continue during a Employees temporary military leave.

All Other (Extended) Military Leave: Employees ordered to active duty and directed to participate in extended military duties in the U.S. Armed Forces that exceed ten working days will be placed on an unpaid military leave of absence status for a period of as long as five years and will be entitled to the rights and benefits afford to them by law and corporate policy.

Holidays: Pinao follows the government holiday schedule. Employees are eligible for eleven holidays during the year. Holidays may vary based on contractual requirements. If an employee is required to work a holiday due to a contractual requirement the holiday can be deferred and taken at a later time within the fiscal year.
