Job Description:
The Resilient Communications software engineering organization is seeking a software Control Account Manager (CAM) or Technical Program Manager to help lead software program execution across customer-funded programs and internal research and development efforts. This role is responsible for integrating scope cost schedule and technical execution at the control account level by working closely with software leads project and program leadership and cross-functional engineering teams. The ideal candidate brings strong organizational discipline earned value management system (EVMS) knowledge and the ability to improve planning tracking forecasting and execution across multiple software development efforts.
- Own control account planning and execution at the intersection of the work breakdown structure (WBS) and organizational breakdown structure (OBS).
- Support work authorization work package planning budget management progress assessment problem identification and corrective action for assigned control accounts.
- Integrate scope cost and schedule status for assigned work and serve as the focal point for management control within the control account.
- Lead monthly EVMS status variance analysis forecasting and reporting activities for assigned work scope.
- Evaluate and improve tools and processes used to track tasks schedules hours requirements and test status.
- Work closely with software leads systems engineering finance and program management to align execution plans with technical and program priorities.
- Develop and maintain task planning staffing assumptions and execution metrics that improve predictability and program performance.
- Support bid and proposal activities by helping build executable plans resource estimates and cost and schedule assumptions.
- Identify risks and execution gaps early and recommend practical recovery actions to protect cost schedule and technical commitments.
- Travel is minimal.
Essential Functions:
- Bachelors degree in Computer Science Computer Engineering Electrical Engineering or a related technical field with 6 years of relevant software engineering experience or a Masters degree in one of those fields with 4 years of relevant software engineering experience.
- Experience managing complex technical or software development efforts control accounts work packages or equivalent program execution scope.
- Working knowledge of EVMS concepts including planned value earned value actual cost collection variance analysis and corrective action planning.
- Experience integrating task planning schedules budgets and technical execution across multiple stakeholders.
- Ability to lead small teams or projects and influence execution without direct authority.
- Strong organizational analytical and communication skills with close attention to detail.
- Ability to obtain and maintain a U.S. security clearance if required for the program.
Preferred Qualifications:
- Experience serving as a CAM work package manager software lead project engineer or technical program manager.
- Familiarity with Microsoft Project Jira or similar planning and dashboard tools.
- Experience with monthly EVMS reporting estimate to complete (ETC) estimate at completion (EAC) and forecast updates.
- Experience coordinating with finance program management and engineering leadership in a Department of Defense environment.
- Experience standardizing execution methods across multiple programs or teams.
- Experience supporting requirements and test dashboarding to improve program visibility.
- Experience preparing for formal internal or customer program reviews.
