Scope of Project:
The Agency for Persons with Disabilities is seeking a full-time staff augmentation Systems
Analyst position utilizing the State of Florida contract #: -23-STC-ITSA which will

The CDMS project is a highly cross-matrixed with a medium to high complexity project. The
Candidate will need to work across IT and the multiple business teams to accomplish project
objectives and help deliver the project on time and within budget.

The Systems Analyst will work closely with the Agency IT project team and the vendor technical
teams to define document and implement the interfaces needed according to APDs specific
needs. The selected candidate will coordinate the change management process with all the
internal agency and external stakeholders.

The Candidate selected shall work on-site at APDs State Office Building at 4030 Esplanade
Way Tallahassee Florida 32399 Monday-Friday 8:00 A.M.-5:00 P.M. or as approved by the
Agency and adhere to the published state holiday schedule. Requests for time off or schedule
variance must be approved by their Agency Supervisor.

Responsibilities:
- Capture collate and disseminate the interfaces technical specifications documents and process flows by working with the agency IT and vendor technical teams.
- Identify the gaps in the interfaces technical specifications and process flow document.
- Work with the Agency IT /vendor technical teams to document the gaps missing components and additional requirements.
- Day to day follow up with the vendor and the agency IT team to track review validate and confirm the interface documentation is updated as required.
- Create/Update Process Flow as needed working with multiple internal and external stakeholders.
- Understanding the system that includes various touch points across several modules/clusters of the product.
- Work with the agency (APD and others state agencies) and vendor technical teams on data migration/ETL activities.
- Well-versed on the new system from the interfaced point of view.
- Effectively collaborate with project team on operational constraints and project product deployment across multiple and progressive rollouts.
- Act as a point of contact for supporting interface development through postproduction support.
- Work with the Agency IT team on the implementation of new interfaces between CDMS (the new system) and internal systems.
- Work with the Agency/vendor IT teams on the comprehensive data migration plan required for the system implementation.
- Work with Agency /vendor IT teams on the comprehensive test plan required for the implementation of all the interfaces.
- Perform the testing of interfaces and data migration.
- Document the bugs follow up track re-test and confirm the required fixes are implemented.
- Act as one of the key technical testers from the Agency during the system testing of the product.
- Work with the Agency and vendor IT teams on the scheduling of the interfaces jobs in production environment.
- Execute the test run of all the interfaces in pre-production environment.
- Follow up and coordinate the change management Release Management and Deployment process between agency and external stakeholders.
- Work with the agency/vendor IT teams to enhance the APD data warehouse to include the CDMS data.
- Act as a liaison between SMEs and agency IT on the interfaces and data migration implementation.
- Create ad-hoc reports using SQL SSRS and HAR (Harmony Advanced Reporting).
- Work closely with other technical support personnel (internal and external ) to resolve any operational issues.
- Review validate and confirm the interfaces data migration and data warehouse components of configuration workbooks provided by vendor.
- Follow and work with the Change Management release Management and Deployment process.
- Act as an effective team player and communicator.
- Communicate consistently and effectively with the project team.
- Help identify issues and risks and suggest mitigation strategies and contingency plans.
- Review deliverables for accuracy and completeness working with the end or project team to address any deficiencies.
- Work effectively with cross-functional business units and groups with varying functional backgrounds (operational technical managerial programmatic etc.)
- Build partnerships and collaboration between individuals and project teams.
Required/Preferred Skills:
- Must have Interface / Data Integration /Web Services Engineering or other related fields.
- Must be skilled in Database Developer Tools (SQL Management Studio /TOAD /Access).
- Must possess SQL Query Writing and Execution skills.
- Must have thorough understanding of relational database design and development (SQL Server /Oracle).
- Must possess Data Migration/ ETL( Extract Transformation and Load ) skills.
- Must have Report Development skills with experience with standard tools (SSRS/CrystalReports/Access/Excel).
- Must have SaaS/COTS product maintenance and support skills.
- Must have team /project leader skills.
- Must have strong documentation skills.
- Must be highly self-motivated and directed.
- Must have strong analytical and interpersonal skills.
- Must have excellent oral and written communication skills and be able to adapt message to a variety of stakeholders.
- Must have keen attention to detail.
- Ability to build partnerships and collaboration between individuals and project teams.
- Ability to work in a dynamically changing environment as well as the ability to work effectively while under pressure.
- Ability to effectively prioritize and execute tasks.

- Fifteen (15) Years of overall experience across various phases of Software Development Life Cycle (SDLC) projects.
- Ten (10) Years of Systems Analysis and Development of process flow experience.
- Five (5) Years of Database & Application design experience.
- Five (5) Years of experience in configuring and administering SaaS/COTS products.
- Two (2) Years of experience with FL Medicaid (FMMIS) data exchanges specifically consumer eligibility provider data and service authorization related data exchanges.
- Prior or current project experience with the Agency.
- Experience developing interfaces solutions for business functions Data Integration jobs Web Services and others similar types of interfaces.
- Experience working in Data Analysis & Reporting.
- Experience in Use Case Development.
- Experience developing Technical Specifications documentation.
- Experience with data Migrations /ETL tools.
- Experience working on Data Warehouse implementation projects.
- Experience working on Application Architecture.
- Experience working on High Availability applications.
- Quality Assurance (QA)/Testing experience.
- Experience with Change Management Process.
- Experience working and collaborating with vendor and diverse stakeholder groups internal and external.
- Certification(s) in related fields is desirable.
- Office of Automation/Productivity Tools: Proficient in Microsoft Excel PowerPoint Project SharePoint Visio and Word.
- Communication: Team player with excellent verbal and written communication skills; Active Toastmasters strongly preferred.
- Experience in Health & Human Services domain is a plus.
