The Opportunity:
This is an internal recruitment open to all current regular trial service and limited duration employees of Multnomah County who are in paid status on approved leave or on an active recall list.
Temporary and on-call employees in Local 88 may apply for an internal recruitment if they were hired through a competitive civil service process.
Temporary and on-call employees who are not in Local 88 may apply for an internal recruitment if all of the following conditions are met:
- The employee was hired into the current temporary or on-call position via a competitive recruitment and selection process consistent with the countys Personnel Rules;
- The employee has worked in an on-call and/or temporary capacity at least five hundred (500) hours within twelve (12) months preceding the date of application;
- The recruitment is for a position in their current department; and
- The recruitment will not result in a promotion to a job class with a higher maximum salary rate.

Multnomah Countys Department of Community Justice - Adult Services Division is seeking an energetic strategic adaptable compassionate and experienced leader to join our team as a Sworn Community Justice Manager.
The position of Sworn Community Justice Manager is dynamic requiring commitment to genuine curiosity continuous feedback flexible and adaptive working styles and a willingness to immediately respond to situations or emergencies 24-hours a day 7 days a week. Selected applicants must successfully complete a 12 month trial service training period to evaluate their effectiveness in the position.
In this role you will be planning directing and evaluating programs and staff delivering services to adults on formal community supervision. Your exceptional interpersonal skills knowledge and understanding of the dynamics cycles and impact of addiction violence mental illness and sexual offenses will help create positive change.
Core functions as a Sworn Community Justice Manager:
- Plan and assign work and duties based on job need and staff capabilities and available resources.
- Control work through periodic reviews and/or evaluations
- Determine subordinates training needs and arrange for training;
- Motivate subordinates to work effectively;
- Determine the need for disciplinary action and initiate or approve disciplinary action when warranted.
- Select supervise train/mentor and evaluate staff;
- Investigate and respond to grievances.
- Provide leadership by developing effective work teams motivating and encouraging staff growth and career development fostering positive relationships sharing vision and goals.
- Develop monitor and refine a system of supervision sanctions and services to address and mitigate offender risk to the community consistent with Oregon statutes and evidence-based practices.
- May impose sanctions up to 60 days in jail for adult offenders or other sanctions for juvenile clients per ORS419A ORS419 C ORS420 A and B and/or other relevant statutes.
- Oversight of the Community Response Team and all incoming investigations.
- Develop plans for achieving community justice program objectives and operational goals; develop budgetary requirements; modify procedures and guidelines to meet changing conditions or goals; recommend revisions to policy and procedure by evaluating their impact on program section or unit activities in order to increase the effectiveness of operations.
- Direct work in complex cases and high-risk situations.
- Supervision of caseload completion of assessments and development of case plans.
- Identify approve and direct arrests and impositions of sanctions based on legal standards.
- Maintain productive relationship with the Courts DAs office DOC Parole Board Compact office and other Oregon Counties as it relates to new incoming cases and DOC releases.
- Provide information and technical assistance as needed including responding to difficult problems and questions raised by the public partners clients or staff.
- Use reports and data gathered from employees and stakeholders to evaluate the quality of community justice services and business systems.
- Institutionalize best practices and design/implement improved systems where needed.
- Maintain essential records compile and analyze data for evaluation and reporting purposes.
- Design and implement program studies; ensure strict adherence to methodology and offenders civil rights; analyze data and prepare formal evaluation reports.

About the Adult Services Division:
The Adult Services Division (ASD) promotes public safety and strives to reduce recidivism while supervising over 4000 adults sentenced to probation or released from custody on parole. Adults on supervision are held accountable through a balance of supervision services and sanctions designed to develop necessary skills for success while effectively using public resources. The Division works closely with community members and partners using research and proven methods to promote positive change in the adults we supervise.

The Department of Community Justice (DCJ) provides supervision and services to justice involved youth adults families and communities. Our efforts are guided by evidence-based strategies that maximize our resources and results and by our core belief that people can change. We aim to address the underlying issues that lead to criminal behavior and to help people successfully engage in civic life. As a nationally recognized leader in adult and juvenile community justice DCJ makes long-term investments in its employees through the provision of continual education and training. The Department shares information with community members partners and staff to keep communities safe by preventing and reducing crime and routinely evaluating which local policies support best practices. DCJ operates 24 hours a day with nearly 650 regular on-call and temporary employees. The Department supervises justice-involved individuals and those defendants requiring pretrial services. DCJs Juvenile Services Division operates the Donald E. Long Juvenile Detention Facility and is responsible for youth on formal and informal community supervision.

Minimum Qualifications/Transferable Skills*:
- Equivalent to a Bachelors degree or equivalent experience in the field of criminal justice social services or a related field. Note: possession of a Masters degree in criminal justice social services or a related field will substitute for one (1) year of experience.
- Three years of supervisor lead or trainer experience working in Community Justice Probation/Parole Corrections or other Human Services fields.
- Required to be a certified sworn officer or the ability to become a certified sworn officer within eighteen months of hire by the Department of Public Safety Standards and Training (DPSST):
- Must be a United States citizen or in the process of finalizing U.S. citizenship and completed per DPSST certification requirement.
- Must be able to exercise the powers of arrest
- Must successfully pass a psychological evaluation
- Must successfully pass a physical examination Video of ORPAT obstacle course demonstration that will be part of your officer training
- Must have a valid drivers license.
- Ability to travel to various offices/ buildings throughout Multnomah County in a timely manner.
- Must pass a thorough background investigation which includes but is not limited to a review of applicants criminal civil driving military educational and employment history prior to employment
Preferred Qualifications/Transferable Skills*:
You do not need to have the following preferred qualifications/transferable skills to qualify. However keep in mind we may consider some or all of the following when identifying the most qualified candidates. - Already sworn as a Parole/Probation officer in Oregon.
- Experience working with case management models evidenced based practices and fidelity and continuous quality improvement.
- Experience in program management and managing cross-culturally including but not limited to: planning organizing staffing directing controlling and implementing an identified plan/concept within a diverse team and managing leading and enhancing talents strengths and abilities of a team.
- Experience working in a union environment.
- More than 3 years of supervisor or lead/trainer experience working in Community Justice Probation/Parole Corrections or other Human Services fields.
- Experience overseeing budgets and contracts for programs.

Telework: This position is NOT eligible for hybrid or routine on-site/telework subject to the Multnomah County Telework Policy and based on the Departments business needs. This position is considered Ad-hoc.
