Job Description:

The State Accounting Office (SAO) provides accounting and financial reporting expertise for the State and is statutorily responsible for statewide financial reporting. The SAO also provides enterprise oversight and management of the States Enterprise Resource Planning (ERP) system accounting policy development financial business process improvement recommendations and management of the payroll and accounting shared service centers.

Under general supervision the Sr. Training and Development Specialist assesses plans coordinates designs delivers and evaluates training. The successful applicant provides end-to-end instructor-led training for in-person and virtual sessions and develops scalable instructor-led virtual and eLearning solutions. Develops and evaluates content and monitors learning outcomes for functional and/or technical training activities. Serves as a senior learning resource partnering with stakeholders to identify needs recommend solutions and improve learning programs.

Sr. Training & Development Specialist - (GSP123)

Pay Grade: L

Salary Range: $50982.94 - $66351.55

Minimum Qualifications:

High school diploma/GED and five (5) years of area specific experience which includes one (1) year in a lead worker team leader or supervisory role; or one (1) year of experience required at the lower-level Training & Dev Spec 3 (GSP122).

Primary Duties and Responsibilities:

  • Deliver engaging in person and virtual training that supports adult learning and measurable outcomes

  • Develop instructor-led and eLearning content and materials for multiple modalities using tools including Articulate Storyline 360. Lead eLearning analysis storyboarding scripting design quality assurance accessibility review publishing and maintenance

  • Assist with training schedules and coordination of facilitators data staging materials communications logistics and perform the Producer role for other instructors as they delivery training

  • Serve as a proactive lead resource for other Training and Development Specialists by providing guidance coaching feedback and quality review for training delivery and eLearning development

  • Provide learner support leveraging the CRM system troubleshoot issues reinforce key concepts and update training content. Identify recurring issues and recommend solutions

  • Use evaluations assessments completion data and stakeholder feedback to measure effectiveness and improve training

  • Collaborate with technical and functional teams to document processes and translate complex information into clear learning objectives and content

  • Ensure learning materials meet organizational quality branding and accessibility standards

  • Support Learning Technology including LMS functions and training tenant support such as learner enrollments and assignments curriculum and completion tracking evaluations learner communications reporting and staging data

  • Partner with leadership and agencies to recommend learning strategies curriculum approaches delivery methods and implementation plans

  • Review feedback and outcomes; prepare recommendations and updates for leadership and stakeholders

Preferred Qualifications:

  • College degree or equivalent education and experience

  • Instructor led training 5-10 years experience

  • Authoring eLearning with Articulate Storyline (3-5 years)

  • Working knowledge of the ADDIE methodology

  • Workday Learning training development delivery and training tenant support

  • Financial Accounting background

  • Learning Management System Administration
