The Senior Manager of URB Governance serves as the strategic leader and primary authority overseeing the Utility Review Board (URB) capital governance process. This role directs the analytical procedural and operational activities of the URB Governance team ensuring capital submissions meet required standards follow established charters and support enterprise investment decision making. The Senior Manager provides expert guidance enforces governance frameworks and drives continuous improvement across capital project preparation and approval workflows.
The Senior Manager leads the review and evaluation of capital project documentation identifies gaps and process deficiencies and ensures submissions are complete accurate and aligned with URB requirements. This role oversees the development and interpretation of capital approval policies advises project teams on compliance expectations and maintains strong partnerships with internal stakeholders across multiple departments.
In addition the Senior Manager provides senior level oversight of the Project Economic Evaluation Model (PEEM) process ensuring project teams receive the support required to produce high quality analyses. The role acts as the executive liaison with Project Valuation coordinating issue resolution aligning on modeling requirements and ensuring evaluation standards are consistently applied.
This position is also accountable for enterprise level tracking reporting and lifecycle management of all projects submitted to the URB maintaining high integrity governance documentation and ensuring transparency across capital planning and approval processes.
- Provide enterprise wide leadership and end-to-end oversight of all URB submission activities supporting capital approvals that regularly exceed $1B per year. Ensure documentation accuracy policy alignment and full readiness for internal executive and final approval processes.
- Direct the request collection and organization of all URB submission materials managing the end to end documentation workflow and ensuring stakeholder adherence to governance standards regulatory obligations and submission timelines.
- Lead the review selection and refinement of submission materials for Internal Review and Final Submission decks ensuring clarity compliance with URB governance and Project Origination processes and alignment with strategic messaging for SET and Board of Directors presentations.
- Serve as the authoritative governance advisor for all stakeholder presentation content ensuring URB decks meet charter requirements support regulatory compliance and reflect best practice communication principles.
- Oversee development maintenance and accuracy of McLaren Links and all associated documentation within the McLaren system ensuring completeness accessibility and readiness for URB and executive level review as well as regulatory compliance.
- Direct the creation and enhancement of Capital Review Committee (CRC) presentation materials ensuring decision makers receive clear actionable and strategically aligned information that stands up to executive and Board scrutiny.
- Provide seniorlevel oversight of all PEEM analyses and financial models and direct crossfunctional coordination with Project Valuation to resolve inquiries ensuring rigorous evaluation standards accuracy and timely wellsupported stakeholder responses.
- Guide stakeholders through annual revisions of blanket investment request documents ensuring consistent alignment with governance requirements regulatory compliance and approval readiness.
- Lead management tracking and full lifecycle documentation of capital approvalsincluding submissions approvals supplements and close outsensuring high integrity records suitable for audit regulatory review and executive reporting.
- Provide governance oversight of business controls compliance and continuous improvement initiatives by developing updating and enforcing written procedures across Electric Gas Customer Operations and IT.
- Deliver strategic governance guidance develop and maintain process documentation and produce high quality ad hoc analysis in support of URB and CRC charters federal regulatory obligations and senior executive needs.
- B.S. Degree in Business Finance Accounting or Engineering or relevant degree with at least 10 years of relevant work experience.
- Broad experience in Distribution/Transmission dealing with a variety of operational and business issues.
- Experience in system-wide processes and process improvement.
- Experience working with spreadsheet and database applications; specifically MS Office and advanced Excel capability.
- Ability to work in a matrix reporting relationship and to lead a staff.
- Proven experience working with financial statements transaction accounting and performance measurement and analysis.
- Ability to achieve results build consensus establish trust communicate effectively and foster culture change within a matrixed organization.
- Ability to develop and implement process enhancements and efficiencies including technology and performance.
- Excellent presentation and communication skills both written and oral including power point.
- Demonstrated business acumen customer awareness and ability to create value.
- Maintain and apply working knowledge of PSEG Standards for Business Controls and meet managements expectations for effective internal business controls.
- Able to build partnerships think analytically and strategically achieve results provide leadership and negotiate.
- Demonstrated proficiency in conflict resolution and excellent interpersonal skills.

- MBA or other Advanced Management courses.
- Knowledge / understanding of day-to-day operations of the Utility lines of business and their associated work processes.
