Job Summary:

The Data Management & Analytics role focuses on overseeing the technical and analytical infrastructure that supports investigative operations. The position involves designing robust database systems to track case lifecycles from initial receipt through final resolution while also building automated reporting tools to monitor compliance with statutory deadlines.

Beyond system maintenance the role is responsible for ensuring the integrity and security of sensitive information through strict governance protocols and continuous quality audits.

Additionally this position serves as a strategic bridge between raw data and executive decision-making. By applying predictive modeling to historical caseloads the analyst identifies operational bottlenecks and offers data-driven recommendations for resource management.

Success in this function requires the ability to distill complex analytical trends into clear actionable briefings that inform leadership and facilitate effective collaboration among internal teams and external stakeholders.

Job Duties:

Database & Tracking System Architecture: Design build and maintain customized tracking databases and tools (e.g. Power BI SQL or specialized CRM modules) to log and track every stage of the HB 2408 processincluding complaint intake dates investigation milestones expungement requests and final disposition timelines

Statutory Compliance Analytics & Reporting: Extract and analyze raw case data to continuously evaluate agency adherence to HB 2408 statutory deadlines. Develop automated executive dashboards and draft weekly monthly and legislative compliance reports detailing case turnaround times clearance rates and active backlogs

Data Governance Security & Quality Assurance: Implement rigorous data entry protocols run routine audit queries to validate records and strictly enforce state confidentiality standards to protect sensitive investigation files and personal licensee information

Predictive Modeling & Process Insights: Analyze historical complaint volumes and processing velocity to forecast future caseload trends identify workflow bottlenecks and provide data-backed recommendations to leadership for resource allocation and operational streamlining

Stakeholder Reporting & Communication: Drafting executive briefings reporting data trends and facilitating inter-agency meetings

Knowledge Skills & Abilities (KSAs):

Knowledge:

Statutory compliance tracking legal record-retention requirements and state data privacy/confidentiality protocols

Business intelligence software architecture (e.g. Power BI Tableau) and database query languages (SQL)

Statistical analysis methodologies quantitative performance metrics and data modeling techniques

Advanced data management principles database architecture and data governance frameworks

Skills:

Mapping statutory timelines and legislative mandates (e.g. HB 2408 investigation and expungement rules) into technical system requirements and database fields

Building and maintaining automated compliance dashboards executive report templates and real-time KPI trackers

Extracting cleaning transforming and analyzing large unstructured datasets from multiple administrative systems

Translating complex statistical trends and data insights into clear non-technical briefings for executive leadership

Ability:

Ability to manage concurrent analytical projects maintain high numerical accuracy and deliver reporting under strict legislative deadlines

Ability to collaborate with IT teams program staff and agency leadership to align data collection methods with operational priorities

Ability to identify data anomalies perform root-cause analyses on processing bottlenecks and deliver data-backed solutions

Ability to strictly enforce state confidentiality standards and secure sensitive investigative and personal data files

Prefered Education Licensure Certification:

Bachelors Degree: Degree in Data Science Business Analytics Computer Information Systems Public Administration Statistics or a related quantitative discipline from an accredited college or university

Masters Degree (Highly Desired): Master of Public Administration (MPA) Master of Science in Business Analytics (MSBA) or Master of Business Administration (MBA) with an emphasis on data modeling or policy analysis

Technical Data Analytics: Microsoft Certified: Power BI Data Analyst Associate or Tableau Certified Data Analyst
