SN Weather Systems Sustainment Program Manager

Odyssey has an exciting new opportunity providing Advisory and Assistance Services (A&AS) supporting the US Space Force mission to defend National Security Interests in Space as a Space Sensing (SN) Weather Systems Sustainment Program Manager supporting the Ground-based Sensors Branch of Space System Commands System Delta 810 Space/Terrestrial Environmental Analysis & Resource Branch (SSC SYD 810/ETS).

SYD 810develops acquires fields and sustains next generation space-based and ground-based environmental monitoring capabilities that provide global persistent and timely battlespace awareness data to protect national assets and enable warfighter operations. SSC SYD 810/ETS integrates SN operations with current SN programs of record networks and Command and Control (C2) data exploitation and dissemination systems and is responsible for sustainment of existing ground-based weather systems including Ionospheric Ground Sensors (IGS) Solar Electro-Optical Network (SEON) MARK IV-B Space Weather Analysis & Forecast System (SWAFS) Military Assistance to the Space Environment (MASE) Talon 6A and Electric Charged Particle sensor (ECP).

Odyssey provides A&AS support to the Government in five areas: Product Support Sustainment Engineering & Sustainment Management Technical Order Management Technical User Interface and System Design Engineering and Integration. These tasks are executed laterally with USSF SSC/SZB depot and development contractors and with SN stakeholders.

This is a full-time position at 1055 N Newport Rd Colorado Springs CO 80916 with the potential for 2-3 days of telework per week at the discretion of the government.

An A&AS contractor is a knowledgeable and trusted advisor to the Government Program Office. As an SN Weather Systems Sustainment Program Manager you will support the Government Program Manager and provide Advisory and Assistance Services across a wide range of Program Management and Engineering tasks for ECP and SEON. Duties include but are not limited to:

• Provide acquisition support: assist in developing acquisition strategies cost estimations requirements statements of work and requests for proposal
• Review and provide technical evaluation of vendor proposals for sustainment contractor re-competes upgrades and modifications
• Prepare and staff required program and contract documents; interact with financial contract scheduling risk management and execution activities and personnel
• Support and draft inputs to sustainment and modification budgets for the US Government program manager; assist in developing annual government budget items and justifications for each in the Comprehensive Cost and Requirement (CCaR) and Sustainment Planning Execution and Reporting (SPERS) systems
• Coordinate review and provide input to and comments during the development of system design documentation including technical requirements documents (TRDs) capability description documents (CDDs) capability production documents (CPDs) interface control documents (ICDs) and system specifications
• Support the Government at technical interchange meetings (TIMs) design reviews test readiness reviews internal staff meetings Integrated Product Team (IPT) meetings working groups and informal meetings interfacing with prime contractor program management and technical personnel
• Organize and support working group meetings across multiple organizations; research provide recommended solutions and/or resolve questions issues and risks identified in IPT meetings; develop and provide recommended actions to the Government Program Management team and to Portfolio and Division senior management; coordinate with prime contractors depot contractors and Government functional teams
• Develop strategies plans and packages for classified and unclassified document submissions and facilitate associated life cycle cost planning and benefit analyses partnering acquisition of data rights and provisioning staffing packages through process and final approval
• Review and provide relevant critical feedback on contractor prepared schedules budgets development and test plans
• Provide program oversight support to the Government team; prepare briefings reports and informational analyses in support of the Divisions programs; identify and prepare consolidated lessons learned reports from applicable related programs
• Travel to CONUS and OCONUS locations upon government direction
• Other duties as requested by the Government and within the constraints of the S3 contract

Citizenship: Must be a US citizen

Minimum Qualifications:

Clearance: Active Secret clearance able to obtain a Top Secret/SCI clearance

Education: Bachelors degree in engineering program management or a related field

Years of Experience: 4 years of directly relevant experience performing program management activities within an Air Force Space Force DoD Intelligence or Missile Defense Agency Acquisition organization

Certifications: Project Management Earned Value Management or related training

Other Qualifications:

• Excellent interpersonal leadership and team building skills with demonstrated ability to build consensus in a government/contractor team environment
• General understanding of DoD Space Operations and Space Sensing Systems

Preferred Qualifications:

Clearance: Active TS/SCI clearance agreeable to polygraph

Education: Masters degree in engineering project management or a related field

Years of Experience: 8 or more years of experience with 4 or more years of experience performing program management activities within an Air Force Space Force DoD Intelligence or Missile Defense Agency acquisition organization

Certifications: Defense Acquisition University (DAU) Department of Defense Acquisition Workforce Improvement Act (DAWIA) Program Management PMP or equivalent

Additional Information:

Location: Work is performed at 1055 N. Newport Rd in Colorado Springs CO 80916.

Travel: Up to 25% to CONUS and OCONUS locations upon Government direction

Remote Onsite or Hybrid: Hybrid potential for 2-3 days per week of telework at the discretion of the Government
