The Senior Capital Projects Manager supports capital projects within the growing SBGP Enhanced Services Program. The work of SGBPs Enhanced Services Program improves the quality of life for our community members by enhancing parks and other public spaces in the SBGP addition to capital projects the Enhanced Services Programs work includes waste management sports and public activation events that improve use of the waterfront; and other projects that enhance public space and implement the Reimagine Middle Branch Plan.
This role is grounded in hands-on experience managing capital construction and capital improvement projects which the Senior Capital Projects Manager will apply as the primary focus of the position while also overseeing a broader diverse portfolio of projects including maintenance and programming of public spaces across the District under the Reimagine Middle Branch Plan. The Senior Capital Projects Manager manages all project management activities independently and works with a diverse group of stakeholders and vendors in the community serving as a liaison with public private and nonprofit sector partners.

Heres a Snapshot of the Position:
Project Management:
- Collaborates with the Enhanced Services Director to manage a large varied portfolio of projects with an emphasis on capital construction and capital improvement work performed in multiple locations by multiple private and nonprofit vendors.
- Manages capital construction and capital improvement projects through all phases to completion including project development contracting receiving and processing payment requests complex budgeting and quality control.
- Manages the broader Enhanced Services portfolio beyond capital projects including planning development implementation budgeting and maintenance of public spaces and community-based programs.
- Oversees a wide range of consultants including planners landscape architects designers engineers lawyers and other subject matter experts.
- Reviews contracts and payment requests for accuracy and completes necessary administrative work to process payments.
- Collaborates with the operations team to ensure project compliance and other project requirements (e.g. procurement City MBE/WBE participation insurance safety plan etc.).
- Provides regular updates on project status to supervisor SBGP staff and the SBGP Board of Directors.
- Conducts and organizes regular site visits including for staff and board members to ensure compliance and successful project implementation.
- Supports grant applicants organizes stakeholders manages contractors and proactively solves complex problems as needed.
- Cultivates program and neighborhood relationships to understand the physical and social context of SBGP neighborhoods.
- Uses exceptional interpersonal skills with a track record of developing strong relationships with internal and public stakeholders.
- Researches best practices and current trends in capital construction parks and recreation facilities maintenance and recreation programs.
- Collaborates with other SBGP programs District initiatives and departments to integrate efforts and improve SBGP operations.
Vendor Relations:
- Solicits bids from a variety of vendors.
- Notifiesvendors of SBGP protocols and supports them throughout the project.
- Strategizes ways to encourage and coordinate collaboration among the portfolio of program partners.
- Coordinates and attends regular meetings to ensure clear and frequent communication between vendors SBGP and other project stakeholders.
- Answers questions from vendors and troubleshoot issues including helping vendors who may be late in achieving deliverables or processes.
- Consistently looks for ways to improve vendor processes and project support.
- Reviews projects for completeness and follows up with relevant stakeholders to ensure projects are completed to the satisfaction of all parties.
Grants Management and Administration:
- Manages grant solicitation application review and selection.
- Serves as the main point of contact for active grants supporting grantees by providing technical assistance connecting them to additional resources for capacity building and responding to general questions.
- Monitors reviews and responds to requests for reports and provides grant writing support.
- Drafts and sends grant decision letters grant agreements and other relevant information to project partners.
- Drafts and disseminates reports as needed.
- Identifiesnew funding opportunities envision the Enhanced Services role and collaborate with relevant teams to draft applications and manage grant awards.
Communications Coordination:
- Coordinates with communications staff to share accurate and up-to-date information about projects.
- Oversees public messaging outreach/engagement and related events.
- Meets with the Communications Manager as needed to ensure consistency of messaging and accurate ongoing promotion of programs.
- Provides photos and grantee spotlight information for use by the SBGP communications team.
Community Engagement Public Outreach and Events Support:
- RepresentsSBGP at community meetings across the District to disseminate information and gathers useful feedback for SBGP.
- Informs and engages community stakeholders government officials academic partners and other project partners about projects.
- Coordinates and attendsSBGP-led and supported events programs projects and activities including community association meetings as needed.
- Reports on projects pertaining to South Baltimore communities.
- Bachelors degree or equivalent in work experience.
- 3 years of experience managing capital construction and/or capital improvement projects core hands-on experience central to this role.
- 5 years of experience in grants or program management including managing project types beyond capital construction such as maintenance and community-based programming.
- Excellent interpersonal skills when dealingwith diverse groups and individuals including stakeholders partners business leaders residents neighborhood leaders government leaders state/local officials etc.
- Excellent verbal and written communication skills.
- Demonstrated proficiency with research planning and evaluation.
- Strong organizational and planning skills and attention to detail with ability to anticipate initiate and advance multiple priorities and projects concurrently.
- Demonstratedproject management experience.
- Software proficiency including:
- Advanced proficiency in Microsoft Word Excel PowerPoint and Outlook
- Google Suite (Calendar Docs etc.)
- Google Maps
- Customer Relationship Management System (Salesforce)
- DocuSign
- Adobe Acrobat Pro
- Asana
- Video Conferencing to conduct meetings and events via Teams Zoom or other video conferencing technology

This position offers:
- Entry annual salary range of $76500.00 to $85000.00 commensurate with experience.
