Senior Full Stack Software Developer / Data Systems Architect
Job Description

We are seeking an experienced Senior Full Stack Software Developer / Data Systems Architect to support the design development implementation and maintenance of a statewide School Finance Data System for a State Department of Education.

The selected candidate will play a key technical role in developing a secure scalable and user-friendly system for collecting validating storing analyzing reporting and sharing financial data from approximately 200 public school districts and charter schools.

The solution will support the implementation of a Uniform Chart of Accounts (UCOA) financial data cross-walking historical data migration data validation workflow management reporting dashboards system integrations and public-facing analytics.

Key Responsibilities
  • Design and develop a scalable web-based School Finance Data System.
  • Design the overall application architecture database architecture APIs and system integrations.
  • Develop secure data collection and submission capabilities supporting manual entry and batch file uploads.
  • Build functionality to support CSV Excel and PDF data submissions.
  • Develop data validation rules including file validations account code validations business rules accounting rules and anomaly detection.
  • Design and implement a flexible Chart of Accounts (COA) to Uniform Chart of Accounts (UCOA) cross-walking solution.
  • Develop data workflows supporting validation certification approval error correction comments alerts and notifications.
  • Build and maintain APIs to provide secure direct access to system data.
  • Design and implement ETL processes for importing transforming exporting and integrating financial data.
  • Migrate and archive historical financial data from Excel and SQL-based systems.
  • Develop audit trails change logs submission history and data status monitoring.
  • Build reporting and analytics capabilities at the school district and statewide levels.
  • Develop dashboards that allow users to query filter compare aggregate suppress export and analyze financial data.
  • Support calculations and reporting for cost-per-pupil and other school finance metrics.
  • Develop public-facing dashboards and data visualization tools.
  • Integrate the solution with state-owned databases and external systems.
  • Support integration with Student Information Systems and other education-related systems.
  • Develop secure role-based access control and permissions.
  • Ensure the solution supports development testing training and production environments.
  • Optimize system performance for large-scale data queries and reporting.
  • Ensure compliance with applicable data privacy accessibility and security requirements.
  • Participate in system testing deployment pilot implementation statewide rollout and ongoing maintenance.
  • Collaborate with project managers business analysts school finance subject matter experts data analysts and State stakeholders.
  • Prepare technical documentation architecture diagrams API documentation and system design documentation.
Required Qualifications
  • Bachelors degree in Computer Science Information Technology Software Engineering Data Science or a related field.
  • 8 years of experience in software development systems architecture or enterprise application development.
  • Strong experience designing and developing enterprise-level web applications.
  • Experience with modern front-end and back-end development technologies.
  • Strong experience with relational databases and SQL.
  • Experience designing and developing RESTful APIs and system integrations.
  • Experience with ETL processes data migration and data warehousing.
  • Experience handling large and complex datasets.
  • Strong understanding of data modeling data architecture and database design.
  • Experience developing data validation and business rule engines.
  • Experience with role-based access control and application security.
  • Experience working in cloud-hosted or enterprise hosting environments.
  • Experience with software development lifecycle methodologies testing deployment and production support.
  • Experience with version control and source code management tools including Git/GitHub.
  • Strong problem-solving analytical and communication skills.
Preferred Qualifications
  • Experience developing financial accounting government education or public-sector data systems.
  • Experience with school finance government financial reporting or accounting data.
  • Knowledge of Chart of Accounts structures and financial data reporting.
  • Experience building data dashboards and analytics platforms.
  • Experience integrating multiple enterprise applications and databases.
  • Experience working with student information systems or education data systems.
  • Knowledge of data standards and education data frameworks.
  • Experience with historical data migration from Excel and legacy SQL systems.
  • Experience developing public-facing data portals.
  • Knowledge of FERPA data privacy accessibility and government security requirements.
  • Experience working on State or Federal government technology projects.
