The Opportunity:
CACI is seeking an experienced Senior Enterprise Licensing Analyst to provide subject matter expertise (SME) for the Enterprise License Agreements (ELAs) portfolio within the Army DCS G-6 Network Command Control Communications and Computers (C4) Services Integration (NC4SI) Directorate. This critical function is responsible for the oversight validation and optimization of Army-wide IT software this role you will work together with government customer to manage daily ELA requirements analyze license utilization and formulate strategies that drive significant cost avoidance for the Army. We are looking for a highly analytical professional who understands the nuances of DoD enterprise licensing is well-versed in federal acquisition policies and possesses the executive-level communication skills necessary to distill complex ELA data into actionable strategies for senior leadership.

Responsibilities:

  • Serve as the SME on the terms conditions scope and usage of all ELAs within the portfolio.
  • Monitor license utilization rates across the enterprise and maintain a consolidated highly accurate requirements tracking documents for all ELAs.
  • Liaise directly with Army commands and support agencies to compile understand deconflict and correlate ELA requirement submissions.
  • Analyze and provide formal written recommendations on the validity of submitted ELA requirements within strict government-specified deadlines.
  • Analyze complex reporting data to formulate recommend and present courses of action aimed at achieving enterprise cost avoidance.
  • Distill complex project technical and programmatic data into concise actionable info for senior leadership.
  • Draft executive-level documentation including requirements memorandums to directly support Government contract management decisions.
  • Prepare and seamlessly deliver briefings and decision-support materials for the government customer.
  • Assist with the development and management of ETMS2 ELA requirements reporting tasks.
  • Perform all work in strict adherence to applicable Federal DoD and Army regulations including FAR and DFARS.
  • Verify that all recommendations requirements validation and deliverables reflect compliance with policies relevant to the ELAs managed by the division.
  • Analyze large data sets regarding software license consumption deployment counts and utilization rates across Army organizations to identify cost-avoidance strategies and cost-saving courses of action (COAs)
  • Review and validate organizational software demands against existing Joint and Enterprise License Agreements (J/ELA) or Computer Hardware Enterprise Software and Solutions (CHESS) contracts before new procurement actions are authorized


Qualifications:
Required:

  • An active Secret clearance or ability to obtain a clearance.
  • Bachelors degree or higher in Information Technology Business Acquisition or a related field.
  • Minimum of 10 years of relevant DoD-specific experience.
  • Deep knowledge of enterprise licensing software asset management and requirement validation processes.
  • Strong knowledge of DoD acquisition frameworks FAR and DFARS as they relate to IT software and service procurements.
  • Proven ability to analyze large datasets regarding license utilization and turn that data into cost-saving strategies and COAs.
  • Exceptional ability to produce clear concise staff products and present them confidently to senior leaders.
  • Familiarity with Pentagon processes and Army tasking systems (e.g. ETMS2).


Desired:

  • Joint Staff Army/Service Headquarters or OSD experience.
  • Software Asset Management (e.g. CSAM) ITIL Certified Software Manager (CSM) or DoD Acquisition (DAWIA) certifications in Contracting or Program Management.
  • Prior experience managing or analyzing ELAs for major IT vendors commonly used by the DoD (e.g. Microsoft Cisco Oracle VMware).
  • Ability to thrive in a rapidly changing fast-paced headquarters environment.
