Job Summary
We are seeking a Sr. Contracts Manager to join our team. The ideal candidate is someone who has worked extensively in government contracting has a consultative approach takes initiative and can manage multiple tasks simultaneously in a short amount of time. The candidate should possess a strong work ethic while also valuing collaboration and communication.
The Sr. Contracts Manager manages the review editing and execution of TCG contracts. With an extensive knowledge of the FAR they guide project managers understand what they are required to do per the contract and assists with contract execution and closeout activities. Performs the preparation review and administration of contracts and/or licenses to ensure compliance with specifications organizational policies and applicable regulations.
US Citizenship is required for this role.
This is a remote position. However the selected applicant must live within one of the following states: AL AZ CO CT DC DE GA HI IA IL IN KS LA MA ME MDMI MN MO MT NJ NC OH OR PA (excluding the City of Philadelphia) RI SC TN UT VA VT WV and WI.
JOB RESPONSIBILITIES
- Prepare review and negotiate Subcontracts Teaming Agreements and Non-Disclosure Agreements to ensure compliance with established legal policies and standards
- Review all new government contracts task orders and modifications to ensure the appropriate terms and conditions are present and funding is aligned with expectations
- Monitor and Manage Subcontractor funding and burn rates. Update monthly and work with Project and Program Managers to maintain appropriate funding levels
- Prepare all Subcontractor invoicesRecord all subcontractor awards in eSRS system maintaining TCGs compliance
- Prepare all reports for Small Business Subcontracting quarterly and annual reports
- Work with Win Team to prepare TCG wide Annual Subcontract Report
- Manages the CIOSP3 NIH annual monthly and ad hoc reporting to ensure contract compliance
- Manages GSA Schedule(s) and other GWACs. Prepares and participates in annual GSA CAV visits
- Participates in internal and external Contract Kick-off meetings to gain clarity on all contract deliverables and administrative requirements ensuring TCGs compliance
- Participates in TIPRS to remain informed of all contract and funding related events
- Coordinates contract close out with government TCG finance and delivery to ensure all parties have satisfied their responsibilities
- Manages the administration and responses for CPARS
- Proposals - Prepares and reviews Representations and Certifications prepares ad hoc reporting to support business volumes
- Supports Portfolio and Project Managers with information for contract status reports
- Maintains accurate and complete contract repository with limited but appropriate access
- Conduct research maintain records correspond with Program & Project Managers and teaming partners
- Process vendor invoices and coordinate relevant documentation
- Create subcontracts and mods for review and maintain contract and subcontract records
- Review the terms and conditions of new contractual opportunities and provide input in the formulation/execution of contract policies procedures methods
- operating practices and performance standards for a variety of professional services engagements
- Analyze and provide input into the preparation and modifications of contracts and subcontracts to ensure customer and corporate objectives are met
- Examine contract records/files and manage track and ensure compliance with any contractual obligations
- Provide input in contract negotiations
- Offer input and analysis of new laws regulations and contract trends to determine potential impact on the business and existing agreements
- Support the review negotiation and coordination of terms and conditions of different types of contractual agreements - Non-Disclosure Teaming Agreements and Subcontract Agreements - to ensure compliance with established legal policies and standards
- Support growth initiatives through knowledge sharing and acquiring relevant certifications
- Other duties as assigned
MINIMUM QUALIFICATIONS
- A keen exceptional eye for detail like no other which catches everything and even checks boxes
- Ability to take ownership of contracts administration but also work well with others and contribute successfully to cross-functional teams
- Possess excellent organizational skills ability to manage multiple projects at once follow through and meet deadlines
- Detail-oriented and highly organized
- Strong written and verbal communications skills
- Superb negotiation skills
- Ability to demonstrate sound judgment even in ambiguous situations
- Self-starter who can operate quickly when required
EXPERIENCE & SKILLS
- 10 years of relevant experience
- Proven Deltek Costpoint experience
PREFERRED EXPERIENCE & EXPERIENCE
- Industry related certification(s)
EDUCATION:
Bachelors degree in accounting finance or a related field.

Salary: $115000-$125000
All individuals being hired to work for TCG must submit to and successfully pass a pre-employment background investigation prior to reporting for their first day of work. The pre-employment background investigation will include verification of employment and education as well as a criminal and DMV check.
Additional documentation and background checks will also be required for positions that require clearance from the Federal government.
