Main Purpose of Job

This position and how it related to the mission of the agency. Under the general supervision of the Program Manager for the Maryland Office for Refugees and Asylees (MORA) the incumbent will support coordination of MORA programs in particular those that support the achievement of self-sufficiency among Marylands refugee populations. This includes facilitating and ensuring the quality of programs focused on workforce development employability services business engagement efforts and overall assistance to barrier reduction of MORAs refugee populations as appropriate. The incumbent will represent MORA to other state agencies who support self-sufficiency including the Maryland Department of Labor (DOL) and the Maryland State Department of Education (MSDE) and will co-coordinate the Skilled Immigrant Taskforce with these and other stakeholders. The position will provide support to MORAs network of grantees in order to address self-sufficiency barriers and challenges in the broader community. They will monitor program performance to achieve and maintain quantifiable outcome measures and will be involved in the development of new employment sectors for refugees as well as opportunities to market refugee assets to employers. They will recommend develop and implement rules regulations standards and controls for carrying out the work of self-sufficiency programming collaborating with grantees and other states to develop best practices in the area of workforce development. The incumbent will provide both internal programmatic trend information as well as national trend data on best practices for refugee training and employment to be shared with MORA and external stakeholders. As part of these efforts the incumbent will provide analysis and strategies utilizing labor market information in concert with employer-informed needs.

POSITION DUTIES

  • Provides support to the network of MORA contractors that provide self-sufficiency and employment services to eligible population.
  • Coordinates opportunities for contractors to develop proposals to maintain ongoing programs or implement innovative new ideas all based on measurable program performance.
  • Understands federal regulations regarding employment and training activities and applies these to deliver program at the state level that is compliant with these while maintaining integrity of the Maryland Employment Model in a constantly shifting economic environment.
  • Facilitates monitoring of refugee self-sufficiency programming.
  • Oversees the collection presentation and analysis of periodic and trend statistical data concerning contractor program performance.
  • Leads the development of partnerships with programmatic stakeholders.
  • Co-leads Marylands Skilled Immigrant Taskforce in partnership with other Maryland state agencies such as DOL and MSDE.
  • Facilitates and maintains relationships and partnerships with a variety of stakeholders including federal/state/local government agencies non-profit organizations businesses and others.

MINIMUM QUALIFICATIONS

Education: A Bachelors degree from an accredited college or university.

Experience: Five years of experience in the administration of a human services program or experience conducting studies and analyses of programs procedures practices and organizations.

Notes:

1. Candidates may substitute additional professional or technical experience in the administration of a human services program or experience conducting studies and analyses of programs procedures practices and organizationson a year-for-year basis for the required education.

2. Candidates may substitute graduate level educationat an accredited college or university in a human services related field at the rate of 30 credithours per year for up to two years of the required experience.

SELECTIVE QUALIFICATIONS

One year of experience coordinating administering or managing employment workforce participation or self-sufficiency programs for refugee and/or immigrant populations.

DESIRED OR PREFERRED QUALIFICATIONS

Preference will be given to applicants who possess the following preferred qualification(s). Include clear and specific information on your application regarding your qualifications.

One year of professional experience at either a local state or national resettlement agency or non-profit organization supporting and providing direct services to refugees asylees or other humanitarian immigrant populations.
One year of demonstrated understanding and implementation of federal regulations and guidelines regarding employment or workforce participation activities for refugee asylees or humanitarian immigrant populations.
Specialized knowledge of workforce and economic trends that may affect client employment and self-sufficiency outcomes whether through graduate or undergraduate studies or professional experiences.

BENEFITS

Contractual employees who work for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program have a current employment contract and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents. As a contractual employee you will be responsible for paying 25% of the premiums for your medical and prescription coverage including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. You can also elect to enroll in dental coverage accidental death and dismemberment insurance and life insurance but will be responsible to pay the full premium for these benefits. Leave may be granted to a contractual employee who has worked 120 days in a 12 month period. This leave accrues at a rate of one hour for every 30 hours worked not to exceed 40 hours per calendar year.
