Job Summary

Summary

The Security Specialist position is in the Administrative Office of the U.S. Courts (AO) Department of Administrative Services Facilities and Security Office Judiciary Security Division (JSD). JSD monitors and evaluates the judiciarys security services develops and implements security policies for the courts and provides program coordination and oversight for the judiciarys security program.


Duties

The Administrative Office of the U.S. Courts (AO) Department of Administrative Services Facilities and Security Office Judiciary Security Division is seeking a self-motivated and experienced Security Specialist to join its team.

The Security Specialist assists and supports circuit district and bankruptcy court chief judges and probation and federal public defenders offices on the delivery of security services from the judiciarys Executive Branch security providers. The federal courts are split into twelve regional circuits and one Federal Circuit. The incumbent serves as a security and emergency management resource to judges within the District of Columbia Maryland and federal circuit and as an alternate for West Virginia Virginia North Carolina and South Carolina. The incumbent will report to Judiciary Security Operations Branch Chief.

The duties of this position include but are not limited to:

  1. Serving as a security and emergency management resource to judges within the District of Columbia Maryland and the federal circuit on enhancing their programs and services.
  2. Coordinating with chief judges of the circuit district and bankruptcy courts as well as probation and federal public defenders offices to identify judicial security needs and assisting in supporting resolutions with United States Marshal Service (USMS) Federal Protective Service (FPS) and General Services Administration (GSA) staff.
  3. Collaborating with local state and federal public safety and security agencies in developing relationships coordination and information sharing practices.
  4. Establishing and maintaining relationships with the USMS FPS and GSA to identify and assist in the resolution of security and emergency preparedness vulnerabilities with the courts.
  5. Assisting with assessing monitoring and validating court security appropriations allocations and expenditures.
  6. Attending essential meetings within the circuit district and the AO.
  7. Assisting the courts with identifying prioritizing and resourcing security requirements through the Facility Security Committee (FSC) and Court Security Committee (CSC) governance process.
  8. Maintaining visibility and tracking all security projects and initiatives in their area of responsibility through continual engagement with security providers and the AO.
  9. Documenting statuses and anomalies in reports and the authoritative database and submitting weekly and monthly administrative and operational reports.
  10. Performing as acting Judiciary Security Operations Branch Chief in the Chiefs absence including managing branch initiatives working groups and projects in coordination with partner branches agencies and stakeholders.
  11. Serving as an alternate contracting officers representative for program related contracts developing contract requirements and cost estimates making vendor selection recommendations managing contractor performance reviewing and approving invoices and addressing contract related issues.

    6. If appointed to a temporary position management may have the discretion of converting the position to permanent depending upon funding and staffing allocation.
    Qualifications

    Applicants must have demonstrated experience as listed below. This requirement is according to the AO Classification Compensation and Recruitment Systems which include interpretive guidance and reference to the OPM Operating Manual for Qualification Standards for General Schedule Positions.

    Specialized Experience: Applicants must have at least one full year (52 weeks) of specialized experience which is in or directly related to the line of work of this position. Specialized experience must demonstrate experience in ALL areas defined below:

    • Advising on technical security equipment requirements integration functions and applications in accordance with Interagency Security Committee (ISC) standards.
    • Collaborating with interagency partners and local state and federal public safety and security agencies.
    • Evaluating the results of security programs to ensure program operations meet established standards.
    • Providing law enforcement support to communities and supervising law enforcement officers.
    • Providing security and emergency management services to stakeholders.

    Highly Desired:
    • Contracting Officer Representative (COR) experience or the ability to obtain COR certification within 12 months.
