THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION.
This National Guard position is for a SECURITY SPECIALIST (TRAINING SPECIALIST) Position Description Number D2161000 and is part of the HI 154 SFS National Guard.
LOCATION: 154th Security Forces Squadron Hawaii Air National Guard Joint Base Pearl Harbor Hickam Hawaii
SUMMARY OF DUTIES: The primary purpose of this position is to serve as the subject matter expert in managing the SF Squadron program to include Air Expeditionary Force (AEF) deployments formal training programs and readiness and emergency management. Provides guidance and recommendations to the squadron commander on all aspects of SF programs for military personnel management budget and management analysis training and training resources for drill-status personnel.
- Reviews all operations mobility contingency and exercise plans to ensure combat readiness for the SF Squadron.
- Responsible for proper security classification and storage of classified documents.
- Oversees the coordination review and implementation of SF manning authorizations and military personnel assignments.
- Serves as the SF commanders key staff member responsible for the overall management of the unit-training program by overseeing the planning organizing directing operating and evaluating all unit training related items.
- Serves as the subject matter expert and consultant to the unit commander on all matters pertaining to the availability and management of the SF training program to meet the needs of the organization and mission.
- Develops administers and oversees the management of the units training programs to supervisors.
- Directs the certification testing (CERTEST) program.
- Performs other duties as assigned.

- This is an excepted service position that requires membership in a compatible military assignment in the employing states National Guard required prior to the effective date of placement.

SPECIALIZED EXPERIENCE: Must have at least one year of experience equivalent to at least next lower grade level. Experience education or training in collecting and analyzing data effectively efficiently and accurately. Able to apply procedures and directives by reading and interpreting technical material. Ability to communicate clearly and effectively orally and in writing using presentation and report formats. Demonstrated ability to follow directions to read understand and retain a variety of instructions regulations and procedures. Learned ability to assess the surrounding environment to recognize immediate risk levels. Must have the education and validated understanding of the basic principles and concepts of the occupational series and grade for one of the seven organizational program disciplines and its applicable Security Series career.
OTHER REQUIREMENTS: For positions requiring the operation of motor vehicles candidates must have a valid state drivers license for the state in which they live or are principally employed.
For positions requiring a security clearance (Secret or Top Secret) the applicant must possess or be able to obtain a clearance within one year of appointment.
MILITARY TECHNICIAN COMPATIBILITY POSITION: Prior to placement in this position the selected applicant must be assigned to an appropriate military position and must meet the definition of a dual status technician in accordance with 32 U S C 709.
CONDITIONS OF EMPLOYMENT & NOTES:
1. Must be able to obtain and maintain the appropriate security clearance of the position.
2. This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position.
3. Ability to establish effective professional working relationships with coworkers and customers contributing to a cooperative working environment and successful accomplishment of the mission.
*4. Irregular and/or overtime (compensatory) hours may be required to support operational requirements or contingencies or may be required to work hours outside of the normal duty day.

NOTES TO CANDIDATES:
a. Situations of inversion of military rank are not permitted i.e. a military technician may not be militarily senior to his or her full-time supervisor.
b. Authorization for payment of PCS expenses may be granted only after determination is made that payment is in the best interest of the Hawaii National Guard.
c. In addition to your application documents of last performance appraisal past civilian performance letter of recommendations and or military performance may be submitted.
d. Candidates may be screened and evaluated on military attributes directly related to the compatible military position required to be assigned into such as but not limited to military bearing leadership or ability to work with others (teamwork) in a military environment.

g. This employer will provide the Social Security Administration (SSA) and if necessary the Department of Homeland Security (DHS) with information from each new employees Form I-9 to confirm work authorization.
h. m. Current T32 Technicians who have permanent tenure will occupy this position as a Temporary Promotion Year to Year not to exceed 5 years. Temporary promotion may be converted to a Permanent Promotion without further competition if the position becomes available. Selectee may return to his/her former graded position when the Temporary Promotion is no longer needed and may be effected at any time without adverse action procedures.
n. T5 Employees with permanent tenure will lose their permanent status if selected and will be converted to 32 Indefinite. If selected Indefinite tenure appointments may be separated when their services are no longer needed or when funding is no longer available via a 30-day termination notice. Indefinite tenure appointments will be eligible for health and life insurance coverage and will be covered under a retirement system.
o. New Indefinite appointments may acquire permanent status depending upon future force structure requirements; indefinite tenure appointments do not serve a trial period. Indefinite tenure appointments may be separated when their services are no longer needed or when funding is no longer available via a 30-day termination notice. Indefinite tenure appointments will be eligible for health and life insurance coverage and will be covered under a retirement system.
