Main Purpose of Job
This position serves as the overarching Security and Public Safety Officer for the BaltimoreCity Department of Social Services (BCDSS). The primary objective of this role is to act asthe central liaison and oversight authority for a multi-million-dollar security service contract with 90 employees across 13 distinct agency facilities. The incumbent is responsible for ensuring the rigorous enforcement of interior and exterior safety protocols executingcomprehensive contract management overseeing incident responses and debriefings andgenerating analytical security reports. Furthermore this role safeguards the physical securityof staff customers and infrastructure requiring 24/7 on-call availability to manageemergency situations building breaches and critical facility maintenance issues.
POSITION DUTIES
  • Manages Security Guard vendor contract compliance. Act as the primary liaison between agency and the contracted security vendor.
  • Manages staffing & coverage. Review vendor staffing rosters. Ensures appropriate staffing levels are maintained at all BCDSS (Baltimore City Department of Social Services) facilities during all business hours addressing coverage gaps immediately to prevent vulnerabilities.
  • Partners with BCDSS Procurement and Finance to ensure deliverables are met. This includes daily weekly monthly and quarterly reports rosters forms and other required documentation to ensure MBE (Maryland Business Enterprise) and security services contract compliance.
  • Conducts regular physical security assessments of facilities. Identify and report infrastructure safety hazards (e.g. broken cameras malfunctioning magnetic locks blocked fire exits poorly lit corridors) to DAO (Division of Administrative Operations) facility management team for immediate repair.
MINIMUM QUALIFICATIONS

Education: Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: Five years of administrative staff or professional work.

Notes:

1. Candidates may substitute 30 credit hours from an accredited college or university for each year up to four years of the required experience.

2. Candidates may substitute the possession of a Bachelors degree from an accredited college or university and one year of experience in administrative staff or professional work for the required experience.

3. Candidates may substitute the possession of a Masters degree from an accredited college or university for the required experience.

4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules regulations policy procedures and processes or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for- year basis for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS
Preference will be given to applicants who possess the following preferred qualification(s). Include clear and specific information on your application regarding your qualifications.

  • One year of experience providing crisis intervention.
  • One year of experience with written and oral communication.
  • One year of experience employed as a certified law enforcement officer.
  • One year of experience monitoring and executing contractual obligations with internal and external partners.
LICENSES REGISTRATIONS AND CERTIFICATIONS
Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operators license valid in the State of Maryland.
SPECIAL REQUIREMENTS
Must be compliant with the Maryland Police and Correctional Training Commission requirement to possess a firearm while on duty.
