What Youll Do

The qualified candidate will manage and process third-party Freedom of Information Act (FOIA) requests special FOIA requests Privacy Act (PA) requests and Energy Employees Occupational Illness Program Act (EEOICPA) requests. Responsibilities will also include managing the EEOICPA budget handling reimbursement work and providing support to the Information Release Office (IRO).

The ideal applicant must demonstrate effective communication skills across organizational lines including the Y-12 Field Office (YFO) U.S. Department of Labor and DOE/NNSA headquarters (HQ). The candidate must be able to review and analyze information multitask effectively prioritize and work independently with minimal oversight. Strong problem-solving abilities autonomy in decision-making and collaborative skills across various departments and groups are essential. The candidate must be capable of making independent decisions during reviews communicating with external parties and effectively functioning within a team environment.

The position will also support other activities within the Legal office such as reimbursement for loss and damage to personnel and will be part of the IRO and Export Compliance team. These additional tasks will include conducting in-depth reviews of a broad spectrum of classified and unclassified scientific and technical information and operational information (in varied formats) intended for external and/or public release. IRO involves coordinating additional reviews with subject matter experts. The FOIA/PA/EEOICPA task will involve receiving requests routing them for record pulling compiling the records and packaging the requests as required by the receiving organization. This position will work in web-based applications to route requests and run metrics. This position will also handle other job duties as assigned in support of the office.

Minimum Job Requirements

Bachelors degree: Minimum 2 years of relevant experience.
OR Masters degree: Minimum 1 year of relevant experience.

Preferred Job Requirements

Relevant experience may include but not limited to trade compliance technical information control legal/regulatory records and operations.
Prior interaction with and knowledge of the DOE NNSA or other federal agencies and the management and operating contractor system.
DOE Q clearance.
Be able to adhere to DOE directives/standards and training requirements accomplish different tasks in succession and work in Excel and other computer programs.
Strong written communication and the ability to articulate complex ideas effectively.
Y-12 Site knowledge
Document management skills.
Familiarity with federal public access mandates (e.g. Scientific and Technical Information FOIA/PA etc.)
Knowledge of software applications and technologies used in a technologically sophisticated office.
Ability to travel as needed.

Requires a Q clearance; however all qualified candidates will be considered regardless of their current clearance status. The ability to obtain and maintain a Department of Energy Q clearance is required.

This position may require entry into the Material Access Areas (MAA) and participation in the Human Reliability Program (10 C.F.R. Part 712) which requires successful competition of a DOE counterintelligence evaluation and may include a counterintelligence-scope polygraph examination.

This position may be categorized as a designated position identified by 10 C.F.R. Part 709 requiring successful completion of a DOE counterintelligence evaluation that may include a counterintelligence-scope polygraph examination.
