Recruitment Team Supervisor

This is a full-time permanent remote position. The new hire will report on-site in Olympia WA two days per week during an initial training period then may occasionally be asked to attend onsite in-person meetings or offsite events based on business needs. Application review will begin after seven days.

All HCA employees are required to be Washington state residents upon their first day of employment.

The Opportunity

This recruitment team supervisor oversees a team of three talent acquisition staff members working across the agency to attract and hire talented people to support HCAs vision of a healthier Washington. This supervisor works with HR leadership to guide the agencys equitable hiring aligned with Executive Order 24-04 leading to a diverse and impactful workforce.

Key Responsibilities

  • Supervise the work and day-to-day functions of the agencys Recruitment team.
  • Oversee the agencys hard-to-fill and executive recruitments including sourcing strategies for executive managerial and highly technical positions.
  • Build relationships with hiring managers to stay up-to-date on current and future hiring needs.
  • Independently advise staff at all levels on complex staffing policies and procedures.
  • Analyze candidate background to recommend appropriate salaries consistent with WA States Equal Pay and Opportunities Act (EPOA).
  • Research and analyze rules and collective bargaining agreements for compliance and to determine impacts of recruitment strategies.
  • Develop and implement effective recruiting and hiring training and processes ensuring established processes include diversity equity and inclusion practices.
  • Develop training curriculum for hiring managers on recruiting and hiring practices and processes.
  • Produce routine and ad hoc data reports in support of the agencys workforce data efforts.

Required Qualifications

Qualifying candidates will meet one of the following criteria options:

Option 1:

  • Bachelor s degree with focus on business human resources social or organizational behavioral sciences or related field and
  • Three (3) years of professional human resource experience.

Option 2:

  • Associate degree with focus on business human resources social or organizational behavioral sciences or related field and
  • Five (5) years of professional human resource experience.

Option 3:

  • Seven (7) years of professional human resource experience.

Preferred Qualifications

While these are not required having them may help you stand out as an applicant.

  • Working knowledge of recruitment tools and methodologies in a professional human resource environment - resume databases leveraging social networking sites sourcing tools and spreadsheets cold calling and networking.
  • Professional experience with salary setting and/or negotiations under the EPOA or similar pay equity guidelines.
  • Expertise in compliance with employment laws policies and regulations in public service such as the Revised Code of Washington (RCW) Washington Administrative Codes (WAC) and collective bargaining agreements (CBA).
  • Outstanding ability to deliver quality results in a very fast paced environment.
  • Outstanding interpersonal and communication skills ability to multi- task excellent problem- solving skills detail oriented and results oriented.
  • Strong business acumen to be able to comprehend business needs and structure.
  • Excellent consultative skills and proven success developing strong collaborative relationships across multiple departments and levels.

Work Location and Schedule

This is a full-time 40-hour-per-week remote position following the initial review period. Our standard business hours are Monday through Friday 8 a.m. to 5 p.m. with alternative work schedules considered based on business needs and supervisor this role you will regularly collaborate with colleagues agency leaders state and federal partners and other external partners or customers. Occasional travel may be required for meetings training or other business needs. All employees are required to report to our Olympia office on their first and final day of employment.
