Job Summary
Develop the spectrum engineering and regulatory material needed by ASRI on behalf of the US aviation industry for international and domestic proceedings including producing technical and regulatory material for the relevant multi-stakeholder forums to advance the industrys positions. The work includes presenting RF interactions analysis between aeronautical communications navigation and surveillance systems and external interference sources.
Primary Functions/responsibilities:
- Act as the ASRI lead on ITU work and meetings representing US aviation interests in technical and regulatory forums nationally and internationally on a regular basis
- Review and monitor ITU-R FAA ICAO and FCC RF regulation changes identifying considerations for aviation spectrum management.
- Technical and regulatory analysis of the RF interaction between aviation systems and other RF systems.
- Support development of technical assignment criteria for aeronautical systems.
- Monitor aviation standards committees for spectrum considerations of commercial aviation.
- Support the activities and meetings of US Airline technical committees.
Future expectations of performance:
- Ability to learn new skills/processes within 12-24 months of starting:
- Chairing of technical meetings
- Drafting of formal filings to national and international radio regulators
Required Skills/Abilities:
- Sound understanding of communications theory and how different signal types interact in the RF environment.
- Proficient at writing technical analysis and summary reports in a concise and accurate manner for a wide range of audiences.
- Able to present and successfully debate technical positions with large groups of diverse and experienced professionals explaining engineering principles to non-engineers in a confident manner.
- Diplomatic and sociable personality interacting with international delegates and companies at professional social gatherings.
- Operate independently using own initiative to act with infrequency contact with direct supervisor.
- Comfortable travelling regularly to overseas locations by themself and eligible for obtaining travel visas to the majority of UN countries
- Potentially 10-20 weeks of travel a year depending on candidates progression and meeting schedules.
- Meetings are regularly 2 weeks in duration but can be up to 4 weeks in length or more for infrequent major conferences.
- Must be eligible to become full members of accredited US delegations to the ITU CITEL and ICAO in accordance with section 7.1 of the U.S. International Telecommunication Advisory Committee General Guidance Document.
- Willingness to take on new roles as part of a small company.
Education and/or Experience Requirements:
Essential:
- A bachelors degree in an engineering subject.
- Will consider equivalent work experience in RF theory if the candidate does not have a bachelors degree
- 5 years of suitable employment with demonstrable experience and understanding of RF principles and analysis.
- A bachelors degree in an RF theory engineering subject.
- Experience of aviation RF system(s) and their usage.
- Regulatory and spectrum management experience.
- ITU knowledge and/or experience
Work Environment
- ASRI operates a hybrid work environment requiring employees to be at the Annapolis MD office Tue/Wed each week.
- Mon/Thu/Fri are work from home.

- Constantly operates a computer/smartphone/tablet.
- Regularly required to maintain a stationary position sitting at a desk and working on a computer; move about the office and the local metropolitan area; determine what others have said or written; and converse with others and exchange accurate information.
- Regularly required to sit stand bend reach and move about the office and travel (locally nationally and internationally).
- May also include occasional bending stooping squatting and/or pushing and pulling or moving e.g. to pack unpack and/or move cases.
- Occasionally required to move raise reach and/or retrieve binders books boxes and files up to 15 lbs.
- While on travel could be responsible to move raise reach and/or retrieve luggage weighing as much as 55 lbs. (Assistance may not always be available.)
