THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION.

This National Guard position is for a QUALITY ASSURANCE SPECIALIST Position Description Number PDD1818000and is part of the WY 153d Maintenance Group Wyoming Air National Guard.

This is a Title 32 Dual Status Technician Excepted Service position. Military affiliation is required.


Duties

This position is in the Wyoming Air National Guards 153d Airlift Wings 153d Maintenance Group. The primary purpose is to establish and execute a planned systematic approach of quality assurance for all areas of aircraft maintenance designed to provide the maintenance managers confidence that aircraft aircraft systems munitions equipment products or supporting processes conform to technical safety workload and customer requirements. The overall objective is to ensure that quality considerations are addressed and requirements achieved for all aircraft maintenance work and support functions to ensure end items perform as intended with reliability.

1. Serves as the Office of Primary Responsibility (OPR) for wing maintenance policy advising supervisors and employees on both general policy and specific maintenance matters.
2. Maintenance Standardization Evaluation Program (MSEP): Administers evaluates and coordinates a comprehensive quality assurance maintenance standardization and inspection program for all areas of the maintenance organization all maintenance disciplines job series and Air Force Specialty Codes (AFSCs).
3. Executes the evaluation program and accumulates data using Inspection and Evaluation techniques such as Task Evaluations Quality Verification Inspections Special Inspections Personnel Evaluations and Management Inspections.
4. Collaborates with the Maintenance Group Commander Maintenance Squadron Commanders and Quality Assurance Supervisor to plan develop implement inspect and report numerous critical compliance issues and review the Configuration Management (CM) programs.
5. Serves as the Aircraft Weight and Balance program manager utilizing complex computer-based programs data bases electronic weighing apparatus and integrated weight and balance computers for the Wing to maintain strict accounting of aircraft weight and balance for safe flight operations.

    KEY REQUIREMENTS:
    Open to current active-duty Air Force Air Force Reserves and other states Air National Guard members.
    Must submit vMPF Rip DVR or CDB with resume
    Must become a military member of the Wyoming Air Natl Guard before appt.

    May be required to successfully complete a two-year trial period.
    Federal employment suitability is determined by a background investigation.
    Recruitment/Relocation Incentive MAY BE authorized if eligible. Subject to funding and TAG approval.
    PCS costs are not authorized. Must be willing to relocate at own expense if selected.

    EMPLOYMENT CONDITIONS:
    Technicians are paid through Direct Deposit/Electronic Funds Transfer (DD/EFT).
    Military Technicians are ineligible for military enlistment retention and student loan repayment bonuses.

    Acceptance of a permanent or indefinite position will cause termination from the Selected Reserve Incentive Program (SRIP) and TRICARE Reserve Select (TRS).

    Qualifications

    AREAS OF CONSIDERATION:
    The consideration of qualified eligible candidates will be as follows:

    Area 2: All permanent and indefinite Wyoming Air National Guard (ANG) T32 Dual Status technicians employed within the Wyoming Air National Guard.
    Area 4: All current military members of the Wyoming Air National Guard.
    Area 6: Current military service members to include the US Air Force Air Force Reserves and other states Air National Guard units. Must be willing/eligible to join the Wyoming Air National Guard as a military member prior to appointment to position.

    Enlisted applicants military grade cannot exceed the maximum military grade authorized. Over-grade applicants must provide a written demotion statement of understanding with application willingness to be administratively reduced in grade (E-7/MSgt) if selected for this position.

    Description of Work:
    Work involving supervising planning developing or administering quality assurance programs supporting the development acquisition production use maintenance storage and supply of products required by the National Guard. Such positions are primarily concerned with the systematic prevention of defects and non-conformances the identification of unsatisfactory trends and conditions and the correction of factors which may contribute to defective items.

    SPECIALIZED EXPERIENCE:
    Must possess at least 1-year specialized experience equivalent to at least the next lower grade and experience education or training involving a thorough knowledge of product or range of products involved the manufacturing methods and techniques special processes test and performance requirements and skill in developing plans and programs. Experience possessed by an expert in specialization able to give technical direction to otherwise competent workers. Experience determining operations when difficult and questionable phases of malfunctions are found. Experience which required significant and concrete work accomplishments (i.e. special projects working groups or detailing assignments) involving interpersonal contacts in a quality assurance or related field. Experience in dealing with management principles and supervisory responsibility for the function required by type of position to be filled and the organization involved.

    NOTE: Specialized Experience will be used to determine qualifications for the announced position. Applicants must provide from MM/YYYY - MM/YYYY (e.g. 02/2015 - 03/2017 or Feb 2017 - Mar - 2017) dates and hours worked per week with description of your specialized experience on the resume.

    MILITARY REQUIREMENTS:
    Selected candidates will be required to be in a compatible military grade and assignment prior to the effective date of placement.
