This position is responsible for coordinating cost estimating improvements for NNL including close coordination with a variety of organizations across NNL and ensuring services and resources offered by Project Management Services are in place to meet the needs of the NNL cost estimating community. This position will play an important role in establishing an estimating system to support NNL needs.
Project Management Services (PMS) provides Project Management (PM) support to NNL. The primary services provided by PMS are direct project management support and consulting for various NNL organizations PM training and knowledge sharing management and implementation of PM tools and infrastructure including Primavera administration and corporate Cost Estimating oversight.
A project manager is responsible for the execution of project/program/portfolio deliverables. Responsible for managing projects programs with multiple integrated projects or portfolios of related projects including defining planning and ensuring execution of all tasks necessary to meet project/program/portfolio objectives. Specific responsibilities include creating and maintaining the team infrastructure obtaining necessary resources to staff and support the program defining scope and work breakdown structure developing cost estimates and resource loaded schedules evaluating change requests and approving or rejecting as appropriate managing overall costs versus budget identifying and mitigating project risks and interfacing with and integrating the efforts of stakeholders support personnel and line management to ensure project objectives are achieved. Leads knowledge management initiatives by disseminating lessons learned and best practices throughout the organization.
Bachelors degree from an accredited college or university and a minimum of 9 years of relevant experience; or Masters degree from an accredited college or university in a related field and a minimum of 7 years of relevant experience.
Experience successfully influencing stakeholders across organizational and geographic boundaries.
Experience developing or reviewing complex project cost estimates within the federal government (DOE or DOD).
Managing expectations of multiple stakeholders both internal to NNL and within NR.
PMI or PMCP certification.

The Naval Nuclear Laboratory is operated for the U.S. Department of Energy (DOE) by Fluor Marine Propulsion LLC (FMP) a wholly owned subsidiary of Fluor Corporation.
