Tata Consulting Engineers USA LLC (TCE) is a multi-disciplinary engineering organization offering a full range of integrated engineering design project support procurement and construction management services to the energy and chemicals industries.
NOTE: This person can sit on-site at the RicboroGA location or Plaquemine LA location and travel between sites as needed.
The Project Controls Manager independently leads all project controls functions across the capital project portfolio including cost management schedule development and control progress measurement change management and executive reporting. This role serves as the primary interface between Engineering Design Plant/Operations and Project Management to ensure integrated project performance visibility throughout the full project lifecycle from early project definition through commissioning and close-out. The Project Controls Manager is accountable for establishing and maintaining the controls baseline driving disciplined change management and providing objective performance data to support sound project decision-making.
Establish and maintain the project Work Breakdown Structure (WBS) and Cost Breakdown Structure (CBS) aligned with the company Floquip project gate process (IFR IFA IFH IFD IFC).
Develop baseline and control integrated project schedules using CPM methodology; identify and communicate critical path float and schedule risks to project management.
Prepare and maintain project budgets and cost forecasts; track actuals against the authorized appropriation through the 5070 financial approval gate and throughout project execution.
Lead the project change control process including identification quantification documentation and approval of changes to scope schedule and budget; maintain the approved change log.
Develop and maintain the Earned Value Management (EVM) system; calculate and report CPI SPI EAC and ETC metrics to project management and leadership on a regular cadence.
Prepare and issue regular project status reports and dashboards for internal stakeholders including France Engineering Local Engineering and Plant/Operations teams; present findings clearly and objectively.
Coordinate with Procurement to incorporate procurement milestones commitments and actuals into the cost and schedule baseline; ensure alignment between controls data and SAP financial records.
Lead or contribute to the controls sections of Project Definition Reports (PDR) and Project Execution Plans (PEP) applying PDRI and CII framework principles where appropriate.
Support project risk management activities including development and maintenance of risk registers and inputs to quantitative cost and schedule risk analysis.
Monitor and report engineering and construction progress against planned quantities and productivity benchmarks; notify project managers of potential non-compliances or performance trends requiring corrective action.
Establish and enforce project controls procedures including document control conventions and deliverable register management aligned with the IFR/IFA/IFH/IFD/IFC gate sequence.
Interface with France-based central engineering and local plant/operations teams to reconcile scope progress and cost data across organizational boundaries.
Support commissioning planning and project close-out from a cost and schedule controls perspective; ensure final cost reports and lessons-learned documentation are completed.
Perform other project controls duties as assigned.
Bachelors Degree in Engineering Construction Management Business or a related field with 10 years of capital project controls experience including 7 years in a lead controls role within a chemical industrial or Owner Engineering environment. A Masters Degree or AACE International certification (CCP PSP or EVP) is preferred. Advanced proficiency in Primavera P6 and Microsoft Excel required; SAP experience is a plus.
