Position Summary:

The Program Manager is the senior-most delivery leader for the platform and is accountable for the overall programs success as it enters Phase 2. This role owns the client relationship with agency leadership directs a multi-team Agile organization of 150 staff and is responsible for cost schedule quality and contractual performance across all workstreams. The Program Manager establishes the programs delivery culture including the adoption of AI-augmented engineering practices.

Key Responsibilities:

  • Own program-level scope schedule budget and quality across all workstreams.
  • Serve as the primary point of contact for client executive stakeholders the Contracting Officers Representative (COR) and contracting officers.
  • Direct a matrixed organization of 150 staff across development security data business analysis and DevSecOps teams.
  • Lead Phase 2 staffing ramp activities including hiring plans onboarding badging and subcontractor management.
  • Establish and manage program governance including delivery metrics earned value management (EVM) financial reporting and executive briefings.
  • Manage program-level risks issues and cross-workstream dependencies including documented mitigation plans.
  • Ensure contract compliance deliverable acceptance and responsiveness to client direction.
  • Champion agentic AI-augmented delivery practices including AI-assisted development testing and reporting across the software development life cycle (SDLC).
  • Partner with architects to maintain alignment among the technical roadmap funding and staffing.
  • Foster a culture of accountability transparency and continuous improvement.

Minimum Experience:

  • 10 years of program/project management experience including federal IT modernization.
  • Experience managing organizations of 150 people on large federal programs.
  • Demonstrated experience with Agile delivery at scale.
  • Demonstrated experience with earned value and financial management.
  • Must be able to prioritize and self-start.
  • Must be adaptable and flexible as priorities shift.
  • Must be open to collaboration feedback and client requests.
  • Strong communication and presentation skills.
  • Must be willing to work a hybrid schedule in Reston VA and at client locations in the Washington D.C. area as required.

Degrees and Certifications:

  • Required:
