Program Manager
ROLE We need an experienced Program Manager to support the DCMA Blue List Program in San Diego CA. This role serves as the single point of contact for all matters relating to contract performance with authority to commit contractor resources and direct contractor personnel. You will provide day to day oversight of contractor operations serve as the primary operational liaison between the Government and contractor personnel and manage a resource loaded Integrated Master Schedule tracking program milestones software releases and interagency dependencies. RESPONSIBILITIES
- Serves as the single point of contact for all matters relating to contract performance with authority to commit contractor resources and direct contractor personnel
- Provides day to day oversight of contractor operations and serves as primary operational liaison between the Government and contractor personnel
- Provides administrative and technical oversight of all contractor activities to ensure personnel are trained aligned and performing to requirements
- Maintains labor hour records and submits monthly labor reports for Government verification prior to invoicing
- Develops maintains and manages a resource loaded Integrated Master Schedule tracking Blue List milestones software releases interagency dependencies and other contract activities
- Applies Critical Path Method analysis to identify schedule risk recommend corrective actions and communicate schedule impacts
- Monitors overall contractor performance for compliance with contract requirements and Government performance standards
- Attends recurring program management meetings and coordinates execution activities with the Government Blue List Program Manager and CORs
- Coordinates preparation review submission and resolution of all contract deliverables ensuring Government comments and corrective actions are addressed in a timely manner
- Coordinates contractor staffing activities including onboarding and offboarding notification of key personnel changes management of staffing vacancies and verification that required certifications training and security requirements are maintained
- Coordinates administrative activities supporting performance including facility access badging Government furnished property security requirements and authorized travel
- Maintains and provides recurring management reports and records including performance status reports action item logs and risk and issue logs
- Identifies risks and performance issues affecting execution coordinates corrective actions and communicates significant issues impacts and recommendations in a timely manner
BACKGROUND/REQUIRED EXPERIENCE
- Bachelors degree in Business Administration Management Systems Engineering or a related operational field
- Minimum 10 years of professional experience in project management team leadership and program scheduling with at least 4 years directly supporting DoD or federal agencies
- Demonstrated technical expertise establishing and maintaining a resource loaded Integrated Master Schedule using Microsoft Project Primavera P6 or an equivalent enterprise tool
- Notable interpersonal communication and organizational skills with proven ability to handle sensitive information with discretion and interface professionally with senior military and civilian leadership
- Masters degree required
- Active PMP or PMI Scheduling Professional certification required

- Salary range: $125000 $150000

Other Considerations: This position is W-2 only; no Corp-to-Corp or 1099 candidates. Relocation will not be offered. This position requires access to Department of Defense facilities and systems. Individuals primary workstation is located in an office area. The noise level in this environment is low to moderate. Regularly required to sit for extended periods up to 80% of the time; frequently required to move about to access file cabinets and use office equipment such as PC copier fax telephone cell phone etc. Occasionally required to reach overhead bend and lift objects of up to 10 lbs. Specific vision abilities required by this job include the use of computer monitor screens up to 80% of the time.
