Job Summary
Program Manager
Location: Mechanicsville VA (Onsite)

Key Responsibilities
- Lead mentor and develop cross-functional application development teams consisting of employees and contractors.
- Plan organize and manage complex programs through all phases of delivery.
- Drive successful execution of program initiatives ensuring alignment with business and technology objectives.
- Facilitate multidisciplinary teams in developing plans goals policies and procedures.
- Manage day-to-day program activities and coordinate resources effectively.
- Build and maintain strong relationships with executive leadership stakeholders vendors suppliers and technology teams.
- Track and communicate program progress risks schedules budgets and deliverables.
- Collaborate with peer Program Managers on Tolling and EZPass initiatives.
- Manage procurement activities resource allocation scope schedules and transitions to operations.
- Develop and maintain program plans schedules task lists risk registers and status reports.
- Promote a culture of accountability collaboration and continuous improvement.
- Lead application lifecycle activities including maintenance modernization and enhancement initiatives.
- Drive technical debt reduction and application refactoring efforts.
- Ensure application performance scalability reliability and security.
- Support IT governance initiatives and internal/external audit requirements.
Required Skills & Qualifications
- Bachelors degree with a minimum of 5 years of experience managing people and large programs.
- 10 years of overall IT experience.
- Strong experience gathering and documenting business and technical requirements.
- Expertise in Agile Scrum Waterfall and SDLC methodologies.
- Ability to effectively blend Agile and Waterfall practices based on business needs.
- Experience managing application lifecycle activities modernization and enhancements.
- Experience with DevOps methodologies CI/CD pipelines and version control systems.
- Strong analytical organizational problem-solving and decision-making skills.
- Exceptional verbal and written communication abilities.
- Proven leadership and team-building capabilities.
- Ability to balance quality scope cost and schedule demands.
- Solid understanding of software development lifecycle models.
- Knowledge of process engineering and re-engineering practices.
- Proficiency with Microsoft Project Visio and MS Office tools.
- Experience with cloud platforms such as Azure and AWS.
- Ability to drive continuous improvement and innovation.
Preferred Skills
- PMP Certification.
- Experience with Program Management Office (PMO) methodologies and best practices.
- Tolling or transportation domain experience.
- Experience evaluating candidate qualifications and building high-performing teams.
- Working knowledge of security standards compliance frameworks and regulatory requirements (PCI).
- Experience supporting audits and implementing IT governance best practices.

- Strong emotional intelligence and leadership capabilities are essential.
- Candidate must demonstrate the ability to communicate complex technical concepts to both technical and business audiences.
- Experience managing enterprise-scale programs and delivering value across the entire SDLC is highly desired.
