Main Purpose of Job

The Deputy Program Manager will be responsible for enforcing State lawsand regulations through the management and administration of numerousregulatory services. Through the application of high-level technical and policyexpertise the incumbent will manage compliance services field monitoringactivities regulatory compliance and legal enforcement functions associatedwith industrial pretreatment; NPDES/State discharge permits; tidal and nontidalwetland permits and licenses; sediment and erosion control approvals;stormwater management approvals; appropriation permits; well and septic systemapprovals; and waterway and dam construction permits. The WSA ComplianceProgram is one of the most diverse and complex programs within MDE.

Key responsibilities include developing and implementing compliancepolicies managing sensitive and controversial enforcement issues negotiatingenforcement actions with clients and/or violators and supervising a large anddiverse workforce. The Deputy Program Manager will also oversee the programsday-to-day activities including approving requisitions and managingprocurements.

The incumbent will be required to drive a State vehicle. If you hold anout-of-state drivers license you must provide a certified copy of yourdriving record from the issuing states Motor Vehicle Administration atthe time of hire. All individuals must maintain a drivers license with no morethan 5 points on their driving record to operate a State vehicle.

MINIMUM QUALIFICATIONS

EDUCATION: Possession of a Bachelors degree from an accredited college or university that includes 30 credits in engineering biological environmental physical sciences or other appropriate technical education or possession of a Bachelors degree from an accredited college or university in Environmental Law or Environmental Public Policy or other appropriate related degree.

EXPERIENCE: Six (6) years of experience supervising a professional staff in an environmental field or experience as an environmental project manager including assigning tasks setting priorities and reviewing work products.

NOTES:

1. Professional or scientific experience related to natural resources environment or public health may be substituted on a year-for-year basis for education.

2. Registration as a Professional Engineer may be substituted for the required education.

3. One additional year of experience in professional scientific natural resources or environmental or public health may be substituted for the 30 specialized academic credits.

DESIRED OR PREFERRED QUALIFICATIONS

It is preferred that the selected candidate has the following:

Experience with NPDES compliance;

Experience with enforcement of environmental laws and regulations;

Experience working on cases with the Office of theAttorney General;

Experience with wetlands and sediment control laws.
