Program Manager, Home Energy Rebates Programs

Job Summary
The Program Manager will lead day-to-day delivery of the states Home Efficiency Rebates (HOMES) and Home Electrification and Appliance Rebates (HEEHR) programs on behalf of Egis the third-party administrator engaged by the Ohio Office of Community Development to stand up and operate the programs. This role owns execution against the firms scope of work (SOW) and contract deliverables to the state including contractor network management applicant processing rebate disbursement operations subcontractor/vendor oversight and client reporting. The Program Manager is the firms primary operational point of contact with the State Energy Offices program staff and is accountable for hitting contracted performance metrics deliverable deadlines and budget/staffing plans.
This is a client-facing delivery role on a fixed-scope federally funded implementation contract. Performance directly affects the firms contract standing renewal prospects and reputation with the state client.
The Impact Youll Make
Contract & Deliverable Management
- Manage execution of the firms SOW with the State Energy Office ensuring all contracted deliverables (systems reporting disbursement milestones network build-out targets) are met on time and on budget
- Track performance against contract KPIs and service-level agreements (SLAs); escalate risks to deliverable dates or budget to the Project Director
- Support contract administration activities: invoicing support deliverable sign-off documentation scope change requests and amendment tracking
- Maintain the programs risk and issues log and drive resolution or escalation per the firms internal governance process
Program Operations & Delivery
- Oversee day-to-day operations of HOMES and HEEHR: application intake eligibility review rebate calculation and disbursement processing via the programs portal/platform
- Manage the measured vs. modeled savings pathway operations for HOMES per DOE and state program guidance
- Ensure correct administration of income-qualified vs. non-income-qualified rebate tiers
- Own the operational SOPs and workflow documentation used by the delivery team and keep them current with evolving DOE guidance
Client Relationship Management
- Serve as the firms primary day-to-day liaison to the State Energy Offices program manager/contract officer
- Lead or support regular status meetings steering committee updates and ad hoc client requests
- Manage client expectations proactively surface issues early propose solutions before theyre asked for
- Support the firms account/relationship leadership in renewal scope expansion or follow-on procurement conversations
Subcontractor & Vendor Network Management
- Build manage and quality-control the qualified contractor network delivering home energy upgrades under the program
- Manage any subcontracted implementation partners (call center marketing QA/inspection firms software vendors) engaged by the firm to support delivery
- Oversee contractor/vendor payment workflows dispute resolution and performance management in line with both firm policy and state/DOE requirements
Compliance & Reporting
- Ensure program operations comply with DOE award terms and conditions (as flowed down through the states contract with the firm) and applicable 2 CFR 200 requirements
- Prepare client-facing and DOE-facing reporting packages (performance metrics financial/spend tracking participation and equity metrics) per the contracts reporting schedule
- Support the firms response to state monitoring visits DOE reviews or audits of contracted activities
- Track program metrics (households served savings achieved income-qualified participation contractor network size) against both contract targets and DOE program goals
Financial & Budget Management
- Manage the programs operating budget within the firms contract including staffing costs subcontractor spend and pass-through rebate disbursement tracking
- Monitor rebate disbursement pacing against the states DOE spend-down timeline and flag pacing risk to the client and internal leadership
- Support internal firm financial reporting (utilization margin burn rate against contract value)
Team Leadership
- Supervise the on-program delivery team (may include intake staff QA/field staff data/reporting analysts customer service staff)
- Recruit onboard and manage performance of program staff in coordination with firm HR
- Develop staff training on program requirements systems and client expectations
Qualifications :
The Expertise Youll Bring
- Bachelors degree in public administration business engineering energy policy or related field (or equivalent professional experience)
- Minimum 57 years of program/project management experience including experience delivering services under a client contract (government contracting consulting or professional services environment)
- Experience operating within federally funded program requirements (2 CFR 200 or equivalent flow-down compliance)
- Experience managing multi-stakeholder delivery involving subcontractors vendors or field-based contractor networks
- Strong client management skills comfortable representing a firms delivery performance directly to a government client
- Budget and financial tracking experience including contract-based cost/margin management
- Excellent written and verbal communication skills including experience producing client-ready reporting and presentations
- Regular travel to state client offices and program/contractor sites within Ohio
- Occasional evening/weekend availability for public meetings outreach events or deliverable deadlines
- Salary range $125-200000 based on experience and capabilities
Preferred Qualifications
- Direct experience with DOE Home Energy Rebate programs (HOMES/HEEHR) Weatherization Assistance Program (WAP) or utility-administered energy efficiency programs
- Prior experience at a program implementor consulting firm or third-party administrator delivering government-funded housing programs
- Familiarity with federally funded housing programs residential energy efficiency measures home electrification technologies and/or building performance standards (BPI RESNET or similar)
- Experience with income-qualification systems and equity-focused program design
- Experience supporting contract renewals scope changes or follow-on business development with a government client
