Job Summary

Summary

You will serve as the Deputy Division Administrator (DDA) a managerial position in the Division Office reporting directly to the DivisionAdministrator a Senior Executive in the Federal Highway Administration. The position has primary responsibility and authority for assisting theDivision Administrator to effectively promote implement and administer the largest and most complex Federal-aid Highway Program in thenation.


Duties

As a Program Manager (DDA) you will:

  • Actively assist the Division Administrator in providing leadership and direction over the administration of a highly diverse and complexmulti-billion dollar Federal-aid Highway Program and establishing the Division Office objectives priorities and timetables and through theevaluation of program activities issues and accomplishments.
  • Provide leadership in the Division strategic planning process and oversee the development and implementation of the Divisionperformance plan. Assist the Division Administrator as a consultant/advisor to the senior staff and other Division personnel in review of allhighway program matters including planning financing programming environment design bid analysis and award construction maintenanceright-of-way civil rights statewide and urban planning activities and financial management matters.
  • Provide guidance to State and local officials in the identification of surface transportation needs and related priorities which whenimplemented carry out national transportation goals.
  • Directly supervise a multi-disciplinary staff that may include supervisory managers engineers community planners realty officers andspecialists civil rights specialists and financial and administrative staff.
  • Communicate organizational strategies goals objectives and priorities to internal and external audiences. Build cohesive coalitions andpartnerships with State and local officials.
  • During the absence or preoccupation of the Division Administrator the incumbent assumes full responsibility and authority to act forthe Division Administrator in the operations of the Division Office.

The ideal candidate for this position will have sound management and problem-solving skills in-depth knowledge of the Federal-aid highwayprogram and experience partnering with State local and industry transportation stakeholders with responsibility for leadership in thedevelopment coordination and reporting of FHWA program activities.

  • SELECTIVE SERVICE: Males born after 12/31/1959 must be registered for the Selective Service.
  • GOVERNMENT TRAVEL CARD: This position involves travel. A government contractor-issued travel card will be issued and must be retained for official business only.
  • BACKGROUND INVESTIGATION:A background security investigation is required for all selected individuals. Appointment will be subject to the applicants successful completion of the security investigation and favorable adjudication. Failure to meet these requirements will be grounds for termination.
  • PROBATIONARY PERIOD: Applicants may be required to successfully complete a one-year probationary period (unless already completed).
  • SUPERVISORY PROBATIONARY PERIOD: New supervisors must complete a 1-year probationary period (unless already completed).
Qualifications

To meet the minimum qualifications for this position you must meet the specialized experience qualifications for the grade at which you are requesting consideration.

To qualify for the Grade 15 you must have at least one year of specialized experience equal or equivalent to the GS-14 it must include:

  • Experience applying program management principles and practices relating to Federal-aid surface transportation programs(transportation planning design construction safety environment finance etc.); AND
  • Experience providing program oversight and conducting process reviews and strategic planning (e.g. experience working with the Strategic Plan Strategic Implementation Plan Unit Plan etc.) and program and risk assessment process; AND
  • Establishing and maintaining relationships with stakeholders in the public and private sectors.

KNOWLEDGE SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge skills abilities and/or competencies in the following areas:

  1. Oral Communication - Expresses information (for example ideas or facts) to individuals or groups effectively taking into account the audienceand nature of the information (for example technical sensitive controversial); makes clear and convincing oral presentations; listens to othersattends to nonverbal cues and responds appropriately.
  2. Developing Others - Develops the ability of others to perform and contribute to the organization by providing ongoing feedback and by providingopportunities to learn through formal and informal methods.
  3. Compliance - Knowledge of procedures for assessing evaluating and monitoring programs or projects for compliance with Federal lawsregulations and guidance.
  4. Administration and Management - Knowledge of planning coordination and execution of business functions resource allocation andproduction.

For all types of consideration experience refers to paid and unpaid experience including volunteer work done through National Service programs (e.g. Peace Corps AmeriCorps) and other organizations (e.g. professional philanthropic religious spiritual community student social). Volunteer work helps build critical competencies knowledge and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience including volunteer experience.
