Program Manager

Job Description:

The Program Manager will provide overall leadership management and execution oversight for the program. This position will be responsible for coordinating technical operational financial contractual staffing quality cybersecurity and administrative activities across the program.

The Program Manager will serve as a primary interface between the Contractor and programleadership Contracting Officers Representative (COR) technical stakeholders and program personnel. The position will ensure that program activities are executed in accordance with the Performance Work Statement (PWS) approved plans contractual requirements schedules performance objectives and Government priorities.

The Program Manager will oversee multiple technical and operational workstreams spanning infrastructure engineering and operations cloud and data center services financial management/FinOps service delivery integration cybersecurity reliability engineering automation and related modernization activities.

What You Will Do:

Program Leadership & Governance

• Provide overall program management and leadership.
• Establish and maintain program governance management processes operating rhythms and performance controls.
• Develop maintain and execute the Contractor Project Management Plan and associated program management artifacts.
• Establish program priorities milestones schedules dependencies and resource requirements.
• Coordinate activities across technical leads functional leads subcontractors and supporting organizations.
• Ensure program activities remain aligned with programmission objectives and contractual requirements.
• Lead program meetings governance forums technical reviews and executive-level briefings.

Program Execution

• Direct execution across applicable PWS workstreams including infrastructure engineering operations FinOps service delivery integration cybersecurity reliability and modernization.
• Monitor progress against contractual milestones deliverables performance objectives KPIs and SLAs.
• Identify schedule staffing technical financial operational and contractual risks and implement mitigation strategies.
• Coordinate resolution of issues that cross organizational or technical boundaries.
• Ensure timely completion and delivery of required program deliverables.
• Establish escalation procedures and ensure issues are appropriately communicated and resolved.

Government & Stakeholder Management

• Serve as a senior Contractor for point of contact for program leadership and designated Government stakeholders.
• Maintain effective communication with the COR Government technical representatives program leadership and other stakeholders.
• Prepare and present executive-level status briefings dashboards performance reports and program updates.
• Translate complex technical and operational information into clear management-level communications.
• Support Government reviews program assessments technical discussions and performance reviews.

Performance & Reporting

• Direct preparation of recurring status and performance reports.
• Track program KPIs SLAs milestones deliverables risks issues dependencies and corrective actions.
• Develop executive dashboards and management reporting.
• Monitor overall program performance and identify areas requiring corrective action.
• Ensure accurate timely and consistent reporting across all workstreams.
• Establish mechanisms for tracking commitments and action items through closure.

Risk Issue & Change Management

• Maintain program-level risk and issue management processes.
• Identify emerging risks and develop mitigation contingency and recovery plans.
• Manage program dependencies and cross-functional issues.
• Coordinate corrective action plans and monitor their implementation.
• Assess the impacts of proposed changes to scope schedule staffing technology cost or performance.
• Escalate material risks and issues to appropriate Contractor and Government leadership.

Staffing & Resource Management

• Provide program-level oversight of staffing and resource requirements.
• Coordinate recruitment onboarding workforce planning and personnel assignments.
• Ensure appropriately qualified personnel are assigned to program responsibilities.
• Monitor staffing levels skill requirements vacancies and resource constraints.
• Coordinate with technical leads and Contractor management to address staffing gaps.

Financial & Contract Management

• Coordinate with the Program CFO / Financial Operations Lead on program financial performance forecasting cost management and FinOps activities.
• Monitor program-level financial and resource performance.
• Support contract deliverable modification option-year and task-management activities.
• Coordinate with contracts and procurement personnel regarding contractual requirements and Government communications.
• Ensure program execution remains consistent with authorized scope and contractual obligations.

Technical & Operational Oversight

• Provide management oversight across infrastructure engineering cloud data center network platform cybersecurity SRE service delivery automation and related technical workstreams.
• Coordinate with the Chief Architect CISO SRE Lead SDI Lead FRI/SIEM Lead AI/ML & Automation Lead and other technical leadership.
• Ensure technical activities are integrated into the overall program plan.
• Promote operational resilience automation modernization quality security and continuous improvement.

Quality & Compliance

• Coordinate with the Quality Manager to ensure program processes and deliverables meet established quality standards.
• Monitor compliance with contractual security privacy and operational requirements.
• Support Government quality reviews and performance assessments.
• Ensure corrective actions and process improvements are tracked through completion.
• Promote disciplined documentation and program controls.
• Perform other duties assigned.

What We Need:

• Bachelors degree in business Information Technology Computer Science Engineering Project Management or related field or equivalent professional experience.
• 10 years of experience managing complex IT programs infrastructure programs technology operations or federal IT initiatives.
• Demonstrated experience managing multiple concurrent technical and operational workstreams.
• Experience managing large-scale IT infrastructure cloud data center network platform cybersecurity or enterprise operations programs.
• Experience working with Federal Government customers preferably within a large civilian agency environment.
• Demonstrated experience with program governance project management scheduling risk management issue management and performance reporting.
• Experience managing program deliverables milestones dependencies staffing and resource requirements.
• Strong experience preparing executive-level briefings reports dashboards and presentations.
• Demonstrated ability to communicate effectively with technical teams executives Government stakeholders and subcontractors.
• Experience leading cross-functional teams in complex organizational environments.
• Strong analytical organizational problem-solving and decision-making skills.
• Ability to manage competing priorities and operate effectively in a highly regulated Government environment.

Preferred Qualifications:

• PMP PgMP PMI-ACP or comparable program/project management certification.
• Experience supporting the Department of Veterans Affairs or other large Federal Government agencies.
• Experience with Federal IT modernization and infrastructure transformation programs.
• Experience with hybrid cloud and multi-cloud environments.
• Experience with IT service management SRE DevSecOps FinOps cybersecurity enterprise architecture or infrastructure engineering.
• Knowledge of Federal Government IT governance and acquisition environments.
• Experience with ServiceNow Microsoft Project Jira Confluence Power BI or comparable program management and reporting platforms.
• Experience managing programs involving data center modernization cloud migration infrastructure optimization automation or enterprise operations.
• Experience managing large Contractor/subcontractor teams.
• ITIL certification or comparable service management experience.

Clearance Requirement:

• Ability to obtain and maintain public trust background investigation/clearance per client requirements.
