The primary purpose of this position is: Incumbent serves as the senior member of the Air National Guards weather section at the Air National Guard Headquarters Operational Directorate and Operations Support Branch.


Duties

  1. Serves as the Air National Guard (ANG) single point of contact for programming actions relative to the future combat capability of ANG weather assets.
  2. Serves as Component Career Field Manager (CFM) for all ANG 15W WESOs and 1W0 Weather Operators across the entire Air National Guard and Functional Area Manager for all ANG Combat Weather Flights ANG Weather Schoolhouse and all Weather PEC manpower support Air National Guard and Army National Guard units.
  3. Represents the Chief National Guard Bureau (CNGB) Directors of the National Guard Bureau and the Air National Guard and coordinates with DoD HQ USAF MAJCOMs the Air Force Weather (AFW) United States Army Forces Command (FORSCOM) United States Army Training and Doctrine Command (TRADOC) and United States Army Special Operations Command (USASOC).
  4. Executes fiscal Management of the ANG program workday O&M and MILPERS allocations for all ANG Weather Personnel across the various supported mission profiles. Programs tracks and validates annual requirements for various types of workdays O&M and MilPers resources to meet training exercise and readiness requirements.

  • Depending on the type of position (competitive/excepted) you are selected for you will be required to serve a 1-year probationary period OR 2-year trial period.

  • Work may occasionally require travel away from the normal duty station on military or commercial aircraft/vehicle to conferences meetings or functions away from the duty office/location. Travel may include overnight stays.
  • This is a Mission-Essential position performing a Mission-Critical Function which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions.
  • This position meets all requirements as a category 4 designation and shall not be vacated during a national emergency or mobilization without seriously impairing the capability of the parent Federal Agency or office to function effectively.
  • This position must be removed from the Ready Reserve and cannot become a member of the Ready Reserve. (IAW: DoDD 1200.7 Screening the Ready Reserve)
Qualifications

In order to qualify you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions Administrative and Management Positions.

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12 or equivalent in other pay systems. Examples of specialized experience includes: applying advanced management and organizational principles/practices; working with weather operators and personnel in support of long-range war mobilization exercise deployment and similar operations planning efforts; and operation/sustainment of current weather systems programs and their applicability to conducting combat air operations

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

KNOWLEDGE SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge skills abilities and/or competencies in the following areas:

  1. Knowledge of a wide range of principles practices and quantitative and qualitative evaluative techniques used in program analysis to identify evaluate resolve and present issues or problems to isolate discrepancies or identify trends that impact ANG weather mission objectives both operationally and strategically. Ability to interpret and implement MAJCOM Air Force and DoD policies and procedures and to develop command-wide regulations and operating instructions in the absence of defined guidelines sufficient to achieve an effective access program.
  2. Knowledge of planning programming and extensive experience in the preparation and management of budgets within the DOD system to include utilizing automated data systems and data processes to expertly analyze the NGB weather program fiscal management human resources management continuous process improvement budgeting procurement and computer systems and applications.
  3. Knowledge of the ANG/ARNG/USAF weather command structure mission programs and organizational relationships plus a comprehensive knowledge of the legislation laws regulations and initiatives that affect related programs and the ANG weather mission.
  4. Knowledge of meteorological principles procedures requirements and work techniques of the full range of advanced operations instrumentation and practices in the areas of weather observing forecasting communications meteorological equipment and support procedures including the ability to conduct and articulate fire-weather threat assessments in time of crisis.
  5. Comprehensive working knowledge of a wide range of tactical operations and equipment principles and techniques of related weather policy procedure and regulatory guidance. Extensive headquarters level contingency operation staffing and coordination experience is required in order to meet the demand of this function.
  6. Skill in negotiating with Headquarters level management to accept and implement recommendations when they involve substantial resources extensive changes or conflict with organizational desires. Superb interpersonal and excellent oral and written communication skills ability to establish and maintain effective working relationships and negotiate effectively and professionally.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience including volunteer work done through National Service Programs (i.e. Peace Corps AmeriCorps) and other organizations (e.g. professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience including volunteer experience.
