Job Summary
The primary purpose of this position is to provide Knowledge Management (KM) support to Member Services (MS) business line program offices which includes working with related VHA program offices such as Caregivers Veterans Health Information Exchange My HealtheVet reviewing updating developing and analyzing technical knowledge content designed to provide VHA MS customers/users with appropriate program information in a timely and effective manner.
The incumbent applies program knowledge analytical and consultative skills to ensure that all program content on the KM portals (such as articles for MS programs business processes job aids and standard operating procedures) is managed according to VA/VHA and KM protocols and is current accurate accessible and useful to the target audience. Published KMS content is used enterprise wide as authoritative guidance for eligibility and enrollment decisions on Veteran health care and benefits.
Major duties include (but are not limited to):
- Serves as a Subject Matter Expert (SME) to assigned MS business line program offices and related VHA program offices on the policies procedures and protocols for MS KM content
- Applies program knowledge and works closely with technical SMEs such as MS team members supervisors senior management and external key staff at Department of Veterans (VA) program offices to ensure that KM content is current accurate and broad in coverage to address all veteran topical areas of concern supported by MS
- Reviews new/updated VHA program policy and procedures; new/updated laws rules regulations and VHA Directives/Handbooks etc.
- Serves as an analyst and advisor to MS program office managers supervisors and program
representatives concerning the effectiveness of their KM content - Reviews data (such as number of visits or hits to the content site) and prepares reports on various KM issues

Virtual: This position may be authorized for Virtual Work. Virtual Work eligibility is for current VA employees that are already subject to the return to in person work mandate in their current position.
Definition of Virtual work: Employee works outside of original hiring duty station at VA-owned or leased space.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation but must have been held in the Federal service. A SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year it may not clearly demonstrate you possess one-year time-in-grade as required by the this instance you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience and/or education as described below:
- Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include but are not limited to:
- Manages multiple projects simultaneously prioritizes competing tasks and adjusts to changing deadlines and priorities
- Uses judgment initiative and resourcefulness in deviation from traditional methods using judgment in applying adapting and/or developing the methods and policies needed to address unique issues and/or problems
- Works with other Knowledge Management (KM) team members and Information Technology (IT) team members in the design development writing and maintenance of content in Member Services Knowledge Management System databases
- Writes clearly using proper grammar punctuation and sentence structure to prepare knowledge content that is succinct accurate effective and tailored to the target audience
- Performs knowledge audits to ensure that existing content is still current written appropriately for the intended purpose and audience in alignment with VA and Knowledge Management (KM) policies and procedures is Section 508 compliant and meets program goals and objectives
- Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must possess a PhD. or 3 full years of progressively higher level graduate education leading to such a degree or LL.M. if related. Such education must demonstrate the knowledge skills and abilities necessary to do the work.
- Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond a masters or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL. Or J.D. if related.
