Job Summary
The Program Controls Analyst ensures disciplined planning execution and performance visibility across complex regulated programs. This role provides the analytical backbone for cost schedule and baseline integritysupporting compliant Earned Value Management (EVM) accurate performance reporting and proactive decisionmaking. The analyst partners with CAMs schedulers finance and program leadership to maintain a reliable Performance Measurement Baseline (PMB) monitor variances and uphold internal and customer requirements including EIA748 and DCMA DECM. By delivering timely accurate and auditable data the Program Controls Analyst strengthens program predictability supports contractual compliance and enables informed program leadership actions.
Responsibilities
Maintain cost schedule and baseline data in EVM and planning tools.
Assist CAMs with baseline planning work package setup and change control.
Collect and validate actuals earned value and schedule status each reporting cycle.
Coordinate and assist in the preparation of variance analysis.
Generate recurring program reports (IPMDAR/IPMR variance narratives logs metrics).
Support compliance with EIA-748 DCMA guidelines and internal surveillance.
Assist Control account managers with ETC/EAC updates and forecasting activities.
Integrate subcontractor cost/schedule data into program reporting.
Participate in PMRs IBR prep and cross functional coordination meetings.
Maintain accurate auditable documentation supporting program controls processes.
Qualifications
REQUIRED:
- Bachelors degree in Business Administration Finance Engineering Project Management or related field; equivalent experience considered.
- 15 years of experience in program controls project analysis finance scheduling or related analytical roles.
- Foundational understanding of Earned Value Management (EVM) concepts (BCWS/BCWP/ACWP variances indices).
- Proficiency with Excel (pivot tables lookups formulas) and comfort working with large data sets.
- Ability to interpret technical schedules cost data and performance metrics.
- Strong attention to detail analytical thinking and ability to produce accurate auditable work.
- Effective communication skills able to translate data into clear actionable insights for CAMs and leadership.
- Ability to work in a fast paced compliance driven environment with fixed deadlines.
PREFERRED:
Experience with EVM tools such as Cobra Empower OpenPlan Primavera MS Project or similar.
Exposure to DCMA EVMS guidelines IPMDAR/IPMR reporting or DoD/FAA/NASA program environments.
Familiarity with risk management subcontractor integration or configuration/change control.
Experience supporting IBRs surveillance reviews or PMRs.
Understanding of WBS OBS control accounts work packages and resource planning.

The salary range for this position is $118600 - $177800
