JOB SUMMARY:
BSEt LLC is seeking a Operations Program Manager (OPM) to support fiber optic and telecommunications infrastructure projects throughout the Hawaiian Islands. Essential Responsibilities
Operations Management
- Oversee day-to-day operational activities and ensure work is performed efficiently and in accordance with company policies and procedures.
- Coordinate resources between office project management field operations customers vendors and subcontractors.
- Establish priorities and assist management in allocating personnel equipment vehicles materials and other resources.
- Identify operational bottlenecks inefficiencies and risks and implement corrective actions.
- Develop and improve standard operating procedures workflows and operational controls.
- Monitor overall operational performance and provide recommendations to executive management.
Program & Project Management
- Provide operational oversight for multiple concurrent projects and programs.
- Ensure projects are properly planned and transitioned from estimating/sales into execution.
- Monitor project schedules milestones manpower requirements material requirements and deliverables.
- Coordinate project requirements among project managers supervisors field personnel customers vendors and subcontractors.
- Identify project risks and develop mitigation strategies.
- Monitor change orders additional work scope changes and customer requests to ensure work is properly documented and compensated.
- Assist project managers with resolving operational scheduling staffing and customer issues.
- Ensure project closeout requirements are completed accurately and on time.
Financial & Performance Management
- Monitor project and program performance against approved budgets and financial objectives.
- Review labor utilization material costs equipment costs subcontractor costs and other project expenses.
- Monitor project margins and identify unfavorable cost trends before they materially affect profitability.
- Work with project managers and estimating personnel to improve estimating accuracy and operational cost controls.
- Review labor hours and productivity against estimates and approved budgets.
- Assist management with forecasting operational reporting and performance analysis.
- Recommend corrective actions when projects or programs are not meeting financial or operational objectives.
Personnel & Resource Management
- Assist Program Director with workforce planning staffing scheduling and resource allocation.
- Coordinate personnel assignments based on project requirements employee qualifications workload and customer needs.
- Support recruiting onboarding training performance management and employee development.
- Establish clear expectations and hold employees accountable for assigned responsibilities.
- Identify training and development needs within the operations team.
- Promote teamwork professionalism communication and accountability throughout the organization.
Customer & Vendor Relations
- Maintain professional relationships with customers general contractors vendors suppliers and business partners.
- Assist in resolving customer concerns and operational issues.
- Ensure customer commitments and contractual requirements are understood and met.
- Coordinate vendor and supplier requirements to support project schedules.
- Assist with contract administration purchase orders change orders and other operational documentation as needed.
Safety Compliance & Quality
- Promote a strong safety culture and ensure operations comply with company safety policies and applicable regulatory requirements.
- Coordinate with safety personnel regarding incidents investigations training corrective actions and compliance requirements.
- Ensure required licenses certifications insurance training and project-specific qualifications are maintained.
- Support compliance with customer government contractual and company requirements.
- Monitor quality of work and assist in developing corrective actions when standards are not met.
Reporting & Communication
- Prepare and maintain operational reports performance metrics schedules forecasts and management summaries.
- Provide executive management with timely information regarding operational performance project status risks staffing financial performance and significant issues.
- Establish effective communication between office and field personnel.
- Participate in management meetings and provide recommendations based on operational data and field conditions.
Process Improvement
- Continuously evaluate company processes and identify opportunities to improve efficiency productivity quality and profitability.
- Develop and implement operational improvements.
- Establish measurable performance standards and key performance indicators.
- Assist with implementation and optimization of company software systems and operational controls.
- Promote accountability and consistent execution across departments.
Required Qualifications
- Bachelors degree in business administration Operations Management Construction Management Project Management or a related field preferred; equivalent professional experience may be considered.
- Minimum of 5 years of progressive experience in operations program management project management construction telecommunications infrastructure or a related industry.
- Demonstrated experience managing multiple projects programs or operational functions simultaneously.
- Strong understanding of budgeting scheduling labor utilization cost control and project financial performance.
- Demonstrated ability to manage personnel and coordinate cross-functional teams.
- Strong written and verbal communication skills.
- Strong organizational analytical and problem-solving abilities.
- Proficiency with Microsoft Office and project/operations management software.
- Ability to read and understand contracts scopes of work schedules estimates and project documentation.
- Ability to work independently and make sound operational decisions.
Preferred Qualifications
- PMP CAPM or other recognized project/program management certification.
- Experience in telecommunications fiber optics outside plant low-voltage utility construction or infrastructure projects.
- Experience working with government or military customers and contractors.
- Experience with cost estimating project controls and financial forecasting.
- OSHA training or other recognized safety certifications.
- Experience managing projects involving security clearance or specialized customer requirements.
- Experience with ERP project management timekeeping estimating or workforce management systems.

Physical & Work Requirements
- Ability to work in an office warehouse construction telecommunications and field environment as required.
- Ability to travel to project locations and customer sites.
- Ability to occasionally work outside normal business hours when operational requirements dictate.
- Ability to communicate effectively with personnel working in various field and office environments.
- Must be able to comply with company safety requirements and customer-specific access requirements.

COMPENSATION:
Pay range is $90000.00 $130000.00 per year based on experience plus benefits and eligibility for overtime.
