Primary Duties and Responsibilities:

  • Oversee the Community Development division and all the related programs operations staff and activities.
  • Monitor compliance of activities subrecipient agreements legal documents and pay requests.
  • Maintain Housing and subrecipient files and prepares pay requests.
  • Serve as liaison for HUD regarding CDBG HOME. LEAD and IHDA.
  • Assess and ensure compliance with federal rules and regulations pertaining to all programs.
  • Determine eligibility of proposed projects.
  • Manage setup of pre-construction bidding and walkthroughs following all HUD and City requirements and compliance.
  • Prepare and submits annual entitlement grants and related reports and reviews in a timely manner.


Required Qualifications:

Knowledge of grant application review grant administration and applicable laws and regulations. Ability to prepare project and grant reports maintain project files research and apply policies communicate effectively and work collaboratively with government agencies. A masters degree in Business Public Administration Planning or a related field and/or certification(s) in economic development finance is preferred.

Preference for employment in all positions with the city shall be given to applicants who are full-time city residents.
