The Nuclear Material Control & Accountability (NMC&A) department is seeking an Accounting Manager to take overall ownership of the nuclear material accounting system functionality and lead site reporting to the Nuclear Materials Management and Safeguards System (NMMSS) at DOE Headquarters. This critical leadership position is responsible for ensuring the absolute integrity of nuclear material tracking managing a specialized accounting team that oversees both internal material movements and external regulatory compliance. The incumbent will provide strategic oversight to ensure that all nuclear material transactions inventories and system updates are executed accurately resolving any complex systemic or operational discrepancies that arise.
This role requires a deep understanding of advanced NMC&A principles Generally Accepted Accounting Principles (GAAP) and the scientific foundations of material behavior including nuclear material quantity calculations chemical and physical form changes measurement requirements and process flows. The manager must intimately understand how these scientific and accounting aspects of nuclear material mapping impact and relate to the broader safeguards of nuclear materials. Key responsibilities include interfacing with production personnel security teams and IT programmers to translate complex material tracking requirements into automated system solutions. This work is essential to the sites security and mission directly enhancing the precision of material tracking and ensuring robust safeguards across all facilities.
Provides oversight and direction to the internal accounting team managing all modeling mapping and material accounting activities for any material movements or adjustments internal to Y-12. Ensures that the nuclear material accounting system is continuously monitored for discrepancies and that appropriate accurate updates are implemented. Coordinates closely with shop floor system programmers and IT developers to translate operational requirements into functional software driving the automation of the accounting system to establish a more seamless and reliable material tracking flow.
Evaluates coordinates and implements the site-wide physical inventory program in accordance with approvals and frequencies managed by the Officially Designated Federal Security Authority (ODFSA). Directs the positive assurance verification process which relies on discrete item checking reconciled through barcode labels barcode readers and mobile reading devices. Ensures that inventory data collected in the field is accurately evaluated and reconciled by the accounting team maintaining this process as a cornerstone of the NMC&A program that is heavily relied upon by multiple other disciplines.

- Bachelors degree: Minimum of 7 years of relevant security NMC&A or operations experience
- Masters degree and previous NMC&A Accounting experience is desired
- Experience/familiarity with Y-12 nuclear operations nuclear material accounting system handling/storage/processing of accountable nuclear materials and roll up evaluations is highly desirable
- Excellent verbal and written communication skills and ability to interface effectively with various clients (production and support organizations). Requires the ability to manage multiple tasks simultaneously
