GENERAL DESCRIPTION:

The Medical Countermeasures (MCM) Coordinator serves as the statewide lead for pharmaceutical logistics asset allocation and countermeasure distribution within the Wyoming Department of Health. Operating with high autonomy this role ensures the states public health system can rapidly receive stage store distribute and dispense life-saving medical supplies during public health events.

ESSENTIAL FUNCTIONS: The listed functions are illustrative only and are not intended to describe every function which may be performed in the job level.

Serve as the lead planner coordinator and manager for requesting receiving staging storing and distributing the CDCs Strategic National Stockpile (SNS) assets.
Serve as the liaison for Wyomings SNS program with an emphasis on maintaining a ready Receipt Staging and Storage infrastructure and operational relationships with supporting state-level partner agencies.
Provide guidance feedback and evaluation to state local and federal MCM partners.
Serve as the coordinator for the Federal CHEMPACK Program within the State of Wyoming.
Develop training and exercises to evaluate state and local MCM and CHEMPACK plans.
Provide consistent guidance feedback and evaluation to local City Readiness Initiative (CRI) partners.
Work with CRIs to review planning and preparedness; make recommendations for improvement and provide support to achieve those recommendations.
Complete evaluate maintain and update Public Health Preparedness and Response Plans.
Lead collaborative work groups to revise and update plans.
Serve as a member of the Response Coordination Team.
Fulfill emergency response duties as required by the program which may include on-call requirements travel after-hours work etc.

Qualifications

PREFERENCES:

Preference given to candidates who have a Master of Public Health degree focused in Public Health Preparedness or have attained one or more of the following through the National Disaster and Emergency Management University (NDEMU): Professional Development Series the Master Exercise Practitioner Program (MEP) or the Planning Practitioner Program.

KNOWLEDGE:

An understanding of Emergency Preparedness Planning especially as it relates to Public Health
Experience in Emergency Planning and Logistics
Completion of the following FEMA coursework:
- IS-100.c Introduction to Incident Command System
- IS-200.c Basic Incident Command System for Initial Response
- IS-700.b National Incident Management System (NIMS) An Introduction
- IS-800.d National Response Framework An Introduction
- IS-235.c Emergency Planning
- IS-242.c Effective Communication
- IS-120.c An Introduction to Exercises
- IS-906 Workplace Security Awareness

MINIMUM QUALIFICATIONS:

Education:

Bachelors Degree

Experience:

0-3 years of progressive work experience (typically in Emergency Preparedness) with acquired knowledge at the level of an Emergency Preparedness Specialist I

Education & ExperienceSubstitution:

4-6 years of progressive work experience (typically in Emergency Preparedness) with acquired knowledge at the level of an Emergency Preparedness Specialist I

PHYSICAL WORKING CONDITIONS:

The employee may sit comfortably to perform the work; however there may be some walking standing bending carrying light items driving an automobile etc.

The Wyoming Department of Health is an E-Verify employer.
