ThisOpportunity:

Palladium iscurrently seeking a Manager Project Delivery fluent in French tosupport Project Nexus a global digital health Fixed Amount Award (FAA) fundedby the United States Department of State Global Health Security and Diplomacy project works in over a dozen countries with centralized core funding andwill achieve established quarterly milestone benchmarks that are 3 6 9 12months in duration.

Aligned withthe America First Global Health Strategy Project Nexus emphasizes countryownership accountability efficiency measurable results and global healthsecurity. Project Nexus focusses on the integration of digital platforms intointeroperable ecosystems that provide real-time data for planningaccountability and performance management. These systems will also supportoutbreak intelligence by connecting surveillance laboratory facility andlogistics data to enable earlier detection and faster responses to publichealth threats.

The Manager serves aspart of the Project Management Unit (PMU) that is responsible for themanagement and delivery of specific activity buy-ins. The Manager provides effectiveand efficient financial and compliance activities to deliver work in accordancewith contractual obligations company policies local country settings andclient rules and regulations.

Please notethis is a project role with an end date of March 31 2027 but has the optionto be extended should additional client funding be made available and staffperformance is excellent.

Location:

The position is based in Palladiums Arlington VA office withinour Americas region. Candidates must be authorized to work in the US assponsorship for this is not available.

Palladium supports a hybrid working model with 3 days in office 2days from home.

Compensation:


The base salary for this position is expected to range from $96000to $100000. Please be advised that a final salary offer will be based onvarious factors including but not limited to your qualifications educationexperience skills seniority performance and Palladiums business ororganizational needs.

Primary Responsibilities:

Project Management

  • Lead day-to-day project delivery for Palladiums FAA acting as the key link between implementation teams project leadership corporate services compliance functions and Francophone country teams
  • Manage project planning procurement subcontracting grants reporting and operational processes to ensure efficient compliant delivery against workplans and contractual requirements
  • Perform day to day roles and responsibilities as they align to project milestones
  • Oversee financial management by tracking budgets forecasts invoicing partner expenditures cash flow approvals and audit-ready records to keep project spending aligned with plans
  • Support recruitment onboarding supervision and development of project staff while maintaining accurate HR processes and helping teams follow company policies and client rules
  • Monitor risks contracts client communications and overall project performance while also contributing to business development and strengthening Palladiums reputation with clients
  • Adhere to strict timelines for field staff project management support and responsiveness
  • Perform operation compliance oversight to ensure accountability and adherence to policies and procedures

FinancialManagement

  • Manage the full project finance cycle including monthly reporting forecasting budget tracking and expense reconciliation
  • Manage milestone budgets and actuals and ensure spending within budget ceilings
  • Serve as milestone financial gatekeeper being accountable for cost-to-earn tracking and invoice readiness with Palladiums Accounts Receivable team
  • Monitor financial performance against workplans and forecasts proactively addressing variances shortages or overspend
  • Oversee key financial controls such as funds transfers cashbooks invoices partner expenditures and approval processes
  • Ensure compliance with company policies client regulations delegated authority requirements and audit/record-retention standards
  • Support broader financial operations including budget development cost share tracking bank account setup and coordination with partners and service providers

HumanResource Management and Recruitment

  • Lead project workforce planning recruitment and contracting in coordination with field teams and internal HR compliance and talent functions
  • Maintain accurate HR data and oversee staff mobilization demobilization contracting and travel for international personnel
  • Supervise and develop junior project delivery staff through coaching feedback and ongoing performance support
  • Support onboarding and training of new team members to ensure understanding of project processes tools policies and company culture

Contract andClient Relationship Management

  • Manage contract compliance amendments and approval actions to keep project delivery aligned with prime agreement requirements
  • Serve as a key liaison with Contracts and Compliance clients and project leadership on reporting commitments and contractual matters.
  • Track project progress against targets and milestones while supporting client engagement and broader stakeholder advocacy

Essential Criteria:

  • 5 years of demonstrated experience working on donor-funded or international development programs with exposure to multi-country operations and partner coordination
  • Strong understanding of compliance frameworks including client regulations company policies and audit requirements
  • Fluency in French
  • Experience overseeing contracts grants and partner agreements including amendments and approval processes
  • Ability to coordinate across multiple stakeholders (project teams corporate services clients and compliance functions)
  • Experience supporting or leading recruitment onboarding and management of project staff including supervision of junior team members
  • Demonstrated experience managing project risks performance tracking and client reporting against deliverables and milestone

Core Skills:

  • Ability to complete timesheet daily
  • Respond to all technical staff who have procurement needs the day of receipt
  • Execute procurement documents immediately when requests are received. Any delays that are greater than 2 days should be communicated to supervisor
  • Excellent verbal written interpersonal and organizational skills
  • Ability to train and coach staff
  • Excellent time management skills with a proven ability to meet deadlines
  • Strong analytical and problem-solving skills
  • Ability to prioritize tasks and to delegate when appropriate
  • Proficient with Microsoft Office Suite or related software
  • Works with respect and dignity for all colleagues and contributes to a cooperative team working environment
  • Ability to work with a low level of supervision and as a part of a team when required
  • Ability to travel and work in developing countries for extended periods of time if needed
