A Brief Overview
The Manager - Procurement Technology is responsible for leading the procurement end to end performance of assigned technologyenabled categories partnering closely with IT leadership and business stakeholders to support valuefocused sourcing supplier engagement and category outcomes. This role guides the sourcing strategy supports portfolio rationalization and enables effective supplier performance while balancing functionality cost and risk considerations within the Avera enterprise procurement model. This role is accountable to processes including value-driven procurement supply continuity product and service quality and operational alignment. The Manager works within enterprise intake and governance processes led by Organizational Excellence and IT to ensure alignment of procurement management with decisions and standards for Avera.
What you will do
- Partner with enterprise intake and IT governance processes to ensure technology and application requests are evaluated and aligned with enterprise architecture existing systems cybersecurity requirements integration standards and procurement requirements.
- Partner with IT leadership and stakeholders to align sourcing decisions with Avera architecture system strategy and operational needs while reinforcing adherence to procurement processes and standards.
- Develop and oversee sourcing strategies for technology and applications that promote standardization vendor consolidation and total cost of ownership ensuring consistency across Category Managers.
- Oversee vendor performance and relationships to ensure alignment with contractual obligations service levels system performance expectations and long-term technology strategy.
- Promote adherence to approved technology contracts platforms and standards ensuring alignment with enterprise architecture intake decisions and procurement requirements.
- Validate ongoing Category Managers ownership of end-to-end procurement contracts have defined standards and guardrails including negotiation of commercial terms such as pricing service levels and performance requirements.
- Ensure technology sourcing decisions incorporate cybersecurity data privacy regulatory and third-party risk considerations in partnership with IT and security stakeholders.
- Escalate non-standard terms high-risk provisions data-sharing requirements and regulatory considerations through established Contract Lifecycle Management (CLM) governance processes.
- Monitor and report on system utilization vendor performance cost optimization and alignment to enterprise standards. Drive continuous improvement in technology sourcing intake and procurement processes.
- Lead and develop Category Managers and Sourcing Agents ensuring clear role alignment consistent application of procurement processes and accountability for performance outcomes.
- Responsibilities include interviewing hiring developing training and retaining employees; planning assigning and leading work; appraising performance; rewarding and coaching employees; addressing complaints and resolving problems.

Required Education License/Certification or Work Experience:
- Bachelors in Supply Chain Management Business Administration Finance Healthcare Administration or related field and/or equivalent combination of education and experience.
- 4-6 years Experience in procurement strategic sourcing category management or supply chain within a healthcare or complex organization
Preferred Education License/Certification or Work Experience:
- Demonstrated experience managing vendor relationships contract negotiations and sourcing initiatives
- Experience analyzing spend data and driving cost savings or value improvement initiatives
- Experience sourcing IT software SaaS or technology services
- Familiarity with software licensing models renewals and vendor negotiations
- Understanding of cybersecurity data privacy and third-party risk considerations
