MANAGER, FINANCIAL PLANNING & ANALYSIS (FP&A)

Day in the Life:Under general direction the Manager of Financial Planning & Analysis serves as a strategic business partner responsible for leading the development analysis and monitoring of the organizations operating and capital budgets financial forecasts and long-range financial plans. This position provides financial insight and recommendations to executive leadership evaluates financial risks and opportunities and ensures the effective allocation of organizational resources. All jobs require regular and reliable strong leadership and managerial competencies including integrity accountability communication skills and commitment to teamwork and excellence in responsibilities such as selecting mentoring coaching supervising motivating developing training and evaluating the performance of assigned closely with the Director of Finance Chief Financial Officer funding partners and management team on the development management and monitoring of budgets and financial planning assigns and reviews the work of the and defines problems related to new implements monitors and coordinates an organizational performance measurement revenues and expenses and compiles financial information for and implements organizational budgetary processes policies and budget preparation and monitoring proposed legislation for financial preparation of long-range financial financial feasibility of the plan and determines operating impacts for proposed capital improvement and manages special projects and analytical maintains and distributes various financial reports comparing budget to and analyzes purchase requisitions to ensure processes and communicates budget processes communicates and creates detail to support budget coordinates and conducts budget presentations for internal and external parties including members of agency governance Board as well as regulatory coordinates and communicates special financial requests and information and conducts surveys of funding partners and transit implements and/or administers special programs as budget presentations organizational and annual budget reports for submission to and maintains a budget database and records management and models union contracts for use in staff supervision in developing justifiable recommendations for adjustments to permanent and other staffing needs including financial impact and span of control for preparing annual funding model and working with local funding partners (City and County government agencies) as Qualifications:Bachelors Degree from a regionally or nationally accredited college or university in accounting plus five years of progressively responsible experience in one of the aforementioned areas; or a combination of related education training and experience. Additional directly related experience beyond the minimum requirement may substitute for the required education on a year-for-year must include three years in a supervisory Qualifications:A post-graduate degree in Accounting Business or Public Public Accountant (CPA) license. Qualifying experience of eight years to include at least three years of supervisory experience and at least three years of budget development in a local government environment. Knowledge Skills and Abilities (KSAs):Knowledge in the design and use of financial and economic tools and of the principles and practices of public and business of governmental finance and of grant regulations policies and in the use of a personal computer and associated software including applications for word processing spreadsheets and databases Ability to design implement and evaluate financial data reporting methods and to research and analyze information and data recognize trends to reach valid conclusions and make recommendations regarding plans for to select coach supervise motivate train develop and evaluate the performance of staff through demonstration of managerial and leadership competencies including integrity accountability communication skills and commitment to teamwork and to exhibit a professional courteous to work in a diverse communication and interpersonal skills including the ability to establish and maintain positive working relationships with those encountered in the course of work using principles of excellent customer Environment and Special Considerations:Works in an office environment and requires long periods seated. This position requires close visual acuity to perform an activity such as viewing a computer terminal and extensive position requires the ability to verbally express or exchange ideas by means of spoken employee using a company vehicle must possess a valid Florida drivers license and maintain a safe driving record.
