Job Summary

Summary

The United States Capitol Police (USCP) safeguards the Congress Members of Congress employees visitors and Congressional buildings and grounds from crime disruption and terrorism. We protect and secure Congress so it can fulfill its constitutional and legislative responsibilities in a safe secure and open environment.


Duties

This position is in the Office of the Chief Administrative Officer (OCAO) United States CapitolPolice (USCP).Serves as senior management and program analyst responsible for evaluating and assessingimplementation of strategic goals priorities programs projects and initiatives across theOffice of the Chief Administrative Officer and the Department. Oversee implementation ofinitiatives and monitor progress toward strategic objectives ensuring appropriate prioritizationresource alignment accountability and timely execution. Develops executive reportingmechanisms and performance measures to provide leadership visibility into organizationalperformance risks emerging issues and accomplishment of strategic goals.

Reviews evaluates and coordinates significant correspondence reports briefing materialspolicy proposals executive action items and decision memoranda submitted to the matters receive appropriate review coordination and resolution before presentation toexecutive leadership. Monitors the status of executive actions and ensures timely completion of assignmentscommitments and organizational priorities across the Department.

Provides oversight of Department-wide administrative initiatives requiring coordination amongmultiple Bureaus and Offices. Identifies organizational barriers affecting program executiondevelops corrective actions and recommends organizational policy and operational changesnecessary to achieve strategic objectives.

    You must be a U.S. completion of a background investigation is complete a one-year probationary period.

    Qualifications

    In order to qualify you must meet the education and/or experience requirements described below.

    For theCP-12/GS-14: Incumbent must have at least 52 weeks of specialized experience tothe CP-11/GS-13 level. Specializedexperience is defined as 1) independently managing the design and evaluation of studiesorganizational assessments programs and analytical reviews; 2) overseeingcomplex organizational initiatives; and 3) identifying and implementing solutionsto solve competing priorities and enhance strategic direction.

    For theCP-13/GS-15: Incumbent must have at least 52 weeks of specialized experience tothe CP-12/GS-14 level. Specialized experience is defined as 1) leading anddirecting executive-level meetings agendas briefings and action items; 2) managingand supervising multi-functional organizational components programs orprojects; and 3) agency-level strategic planning performance management andaccountability.

    Bachelors Degree Required. PMP and law enforcement/policing experiencepreferred.

Applicants must not be in default or delinquent on any Federal guaranteed student loans. Applicants must demonstrate a competent financial history. Financial delinquency including collection accounts liens repossessions or garnishments may be a basis for disqualification. Selective Service Registration -- Male applicants must provide verification of registration with the Selective Service System or must verify exemption from the Selective Service System registration because of age or military status. Female applicants are exempt from Selective Service System registration. Check -- Applicants fingerprints will be submitted to the Federal Bureau of Investigation (FBI) for a check of their criminal history record. Background Investigation -- Must successfully complete all components of the USCP full field background investigation. There are few automatic grounds for rejection in the USCP background investigation process. Issues of misconduct such as illegal drug use arrests or convictions may not be automatically disqualifying. However deliberate misstatements omissions or intentionally withholding required information at any phase of the hiring process will result in a candidates disqualification regardless of the nature or reason for the misstatement or omission. The primary reason candidates fail a background investigation is due to deliberately withholding or omitting material facts. Providing false and/or misleading information may be grounds for removal from the application and selection process.
