Job Summary

Summary

This position is part of the Department of Energys Office of Cybersecurity Energy Security and Emergency Response. As a Management and Program Analyst you will support the Incident Response Branch of the Threat Analysis and Incident Response Division. You will manage reports deliver briefings on energy security systems and markets threats and incidents and make recommendations to mitigate those vulnerabilities. You will also oversee programs and budgets for DOE National Laboratories.

As a Management and Program Analyst you will:

  • Serve as a senior analyst and advisor to program office leadership providing expert technical guidance strategic alternatives and evaluative recommendations on complex programs with office-wide or department-wide impacts.
  • Monitor analyze and oversee the preparation of situation reports threat assessments and mitigation strategies regarding cyber and physical incidents impacting national energy sector infrastructure.
  • Design implement and evaluate management information and administrative reporting systems establishing data collection methodologies and metrics to measure program performance and efficiency.
  • Review and analyze federal legislation executive orders national strategies and agency policies to determine their operational impacts on emergency response and security programs translating findings into actionable internal guidelines.
  • Prepare and deliver comprehensive briefings risk updates and technical summaries to senior agency leadership interagency partners state and local authorities and private industry executives.
  • Lead program planning project management and budget development activities-particularly in coordination with National Laboratories to build and maintain critical incident response and threat analysis capabilities.

  • This position requires the incumbent to submit a Financial Disclosure Statement OGE-450 Executive Branch Personnel Confidential Financial Disclosure Report upon entering the position and annually (5CFR Part 2634 Subpart I USOGE 6/08).
  • This position is a Testing Designated Position (TDP) subject to applicant testing and random drug testing thereafter. Failure to test or a positiveresult on random drug tests conducted after appointment may result in removal from Federal employment.
  • This position is not included in a Bargaining Agreement.
  • Occasional travel maybe required.
Qualifications

SPECIALIZED EXPERIENCE REQUIREMENTS: A qualified candidates online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level GS-14 in the Federal service. Specialized experience for this position is defined as meeting 2 of the following 3:

  1. Leading senior-level coordination situational analysis and response strategies for cyber or physical security incidents hazards or emergency disruptions impacting national or industry-wide critical infrastructure.
  2. Preparing technical reports risk summaries or situational updates to senior leaders and stakeholders to guide decision-making during sensitive or emergency events.
  3. Updating emergency response plans and disaster recovery protocols to identify capability gaps and improve organizational readiness.

Experience refers to paid and unpaid experience. Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies knowledge and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience including volunteer experience.
