Boeing is seeking a highly experienced Senior Program Manager & Site Manager to lead the Air Force Nuclear Weapons Center (AFNWC) Intercontinental Ballistic Missile (ICBM) Little Mountain Test Facility (LMTF) Operations & Maintenance (O&M) Program located in Ogden Utah at a Hill Air Force Base (HAFB) annex.

The Boeing Senior Program Manager & Site Manager serves as the senior leader responsible for the overall execution performance and administration of BoeingsStrategic Deterrence Systems (SDS)program at LMTF. This position provides on-site leadership for day-to-day execution and holds primary responsibility accountability and authority for LMTFs O&M program including associated delivery order CLINs for add-on test contracts equipment purchase contracts new test capability contracts facility support contracts and all commercial test execution contracts performed under the LMTF Cooperative Research & Development Agreement (CRADA).

This role also provides leadership oversight for LMTF modernization and future growth initiatives including research development design and integration of new technology insertions supporting nuclear hardness test capabilities and facility addition the Program Manager & Site Manager is responsible for overseeing site operations serving as the primary Boeing interface and point of contact to Government stakeholders maintaining a safe and compliant work environment and ensuring LMTF laboratories and facilities remain fully operational and effective in support of mission requirements.

The Program Manager & Site Manager is the key operational leader for LMTFs complex and unique test laboratories sustainment activities and safety-sensitive environments involving functional interfaces across multiple laboratories and facilities maintenance coordination and mission-critical test schedule execution. This position directs operational technical staffing safety security cyber quality and sustainment activities necessary to support mission-critical testing maintenance facility operations and modernization efforts in accordance with contractual requirements and Government direction. Other responsibilities include developing and maintaining an overall program organizational structure aligned with contractual cost and execution requirements mission priorities and overall program objectives. This includes ensuring appropriate personnel are assigned to each position with the applicable skills experience and staffing levels to effectively support program execution while remaining within overall program cost constraints.

The Boeing Program Manager & Site Manager is responsible for ensuring contract compliance mission readiness and successful delivery of all program objectives through leadership of a team of 100 employees and support staff including lab and engineering managers site operations managers engineers scientists technicians program and project specialists business operations staff and support personnel. This position includes direct oversight of project specialists business operations staff and first-line managers supporting LMTFs program management business operations and site support functions.

LMTF supports the AFNWC mission by providing test environments to study analyze and evaluate the effects of nuclear and operational conditions on ICBM weapon systems in support of warfighter nuclear capabilities. The mission directly supports the AFNWC ICBM portfolio including Minuteman III and Sentinel. LMTFs primary focus is to support Minuteman III and Sentinel weapon system testing as well as other AFNWC portfolio programs Department of Defense (DoD) and Department of Energy (DOE) programs and approved mission partners requiring testing to assess system survivability vulnerability and performance. LMTFs vision is to ensure its test capabilities and facilities meet sustainment modernization and mission requirements safeguarding the land-based leg of the nuclear triad and providing test support to other mission partners as available.

Primary (Core) Responsibilities

Boeings Program Manager & Site Manager is responsible for leading and directing all phases of the LMTF program. The primary core responsibilities include:

  • Program Execution:
    • Lead program planning execution financial management and stakeholder reporting for the LMTF portfolio including sustainment testing and modernization efforts.
    • Ensure program objectives are achieved in alignment with contractual commitments technical requirements and customer expectations.
  • Cost Management & Resource Allocation:
    • Serve as the primary Cost Account Manager (CAM) with direct oversight of budgets resources and schedules.
    • Ensure appropriate staffing levels and resource allocations are established across all functional areas.
    • Coordinate new or redirected resources across all site functions as required.
    • Oversee technical management of suppliers and drive process improvements.
    • Coordinate emergency response after-hours response and urgent operational needs as required.
    • Collaborate with cross-functional teams to obtain support for specialized nuclear hardness requirements.
    • Partner with cross-functional teams to address specialized requests and on-site support to meet mission requirements (e.g. Supplier Management Corporate P-Card Compliance Quality Safety Logistics etc.).
  • Program Status & Performance:
    • Track and report program status and performance including cost schedule technical performance operational status and mission impacts to program leadership and Government representatives.
    • Participate in and/or lead internal and external program management reviews technical interchange meetings readiness reviews customer briefings and site tours and visits from Distinguished Visitors (DVs).
    • Establish and maintain weekly and monthly reviews and status calls with key Government stakeholders.
    • Lead daily Tier meetings weekly staff meetings and monthly all employee meetings.
    • Develop implement and maintain a site Risk Issue and Opportunity (RIO) management plan.
  • Program Compliance:
    • Maintain compliance with customer regulatory and contractual requirements.
    • Maintain adherence to applicable security radiation safety cybersecurity environmental health safety and other functional requirements as applicable.
    • Oversee and verify that all contractual deliverables are completed accurately and delivered on schedule.
  • Overall Program Leadership:
    • Serve as the primary site-level point of contact for all Government stakeholders.
    • Coordinate daily program execution across all functional support activities including nuclear hardness and survivability laboratories test stands facilities maintenance logistics and support teams.
  • Modernization & Program Growth:
    • Support and drive new business opportunities and growth across LMTFs modernization of facilities laboratories and nuclear hardness test capabilities.
    • Lead future program opportunities and proposal efforts supporting long-term sustainment and growth.
  • Personnel Management & Mentorship:
    • Manage direct reports including schedules performance reviews and ongoing workforce coordination.
    • Provide mentorship guidance and professional development for site programs project and business operations staff.
    • Foster collaboration between the program office and site teams.
  • Safety & Quality:
    • Champion and promote a strong site-wide culture of safety quality compliance and continuous improvement.
    • Communicate the importance of safety and ensure all personnel understand safety as a top priority.
    • Drive continuous improvement and quality-focused practices across all LMTF functions.
    • This position is expected to be 100% onsite. The selected candidate will be required to work onsite at one of the list location options.

This position must meet Export Control compliance requirements therefore a US Person as defined by 22 C.F.R. 120.15 is Person includes US Citizen lawful permanent resident refugee or asylee.

This position requiresthe ability to obtain U.S. Security Clearance for which the U.S. Government requires U.S. Citizenship. An interim and/or final U.S. top secret clearance Post Start is required.

Basic Qualifications (Required Skills & Experience)

LMTF Contract Requirement:

  • 15 years of management / leadership experience in engineering program management or site leadership role.
  • 5 years minimum ICBM experience
  • Bachelors degree from an ABED accredited university in engineering engineering technology business management technical discipline or related field
  • Experience working with Senior leadership levels at or in the Air Force or DOD (Department of Defense) acquisition community
  • Excellent leadership and communication skills to effectively coordinate with diverse teams.
  • Previous experience utilizing Program Management Best Practices (PMBP)

Preferred Qualifications (Desired Skills and Experience)

  • Nuclear hardness and survivability experience supporting Little Mountain Test Facility or similar test facilities.
  • Experience leading projects that require integration across business units and/or multiple functions
  • Experience in program management for both small programs and large programs
  • Strong communication problem solving and analytical skills with the ability to make sound decisions under pressure
  • Experience creating and implementing projects programs or communication plans strategies and tactics
  • Experience in preparing and presenting executive level briefings
  • Masters Degree and 20 years experience in a Leadership or Management position.
  • Experience coordinating multiple functional disciplines including operations maintenance safety security logistics and facilities.
  • Demonstrated experience managing operational teams in a mission-critical environment (e.g. laboratories with nuclear hardness and survivability requirements).
  • Background and knowledge of electromagnetic effects shock and vibration and radiation simulation technology safety protocols and regulatory requirements.
  • Familiarity with quality assurance processes and continuous improvement methodologies.
  • Experience in developing and managing technical cost and schedule metrics and technical performance measures (TPM)
