As a Lead Program Manager you will:
- Develop and implement strategic plans in support of achieving the program objectives.
- Develop procedures implement program responsibilities and monitor the program including the partner agencys progress on the projects.
- Conduct regular meetings with internal staff and leadership representatives from partner agencies to determine program status andprogress of work accomplished and to ascertain appropriate action required to maintain or improve program management.
- Provide advice and assistance to employees and supervisors and other Federal agency personnel concerning a broad range and varietyof program matters including request for funds fund availability and resolution of funding problems.
- Prepare status reports and coordinate future funding needs requested by Congress and/or partner agencies for legislative action.

- Demonstrating leadership within a Programming Team.
- Effectively communicate within a team externally with partner agencies and internally other teams.
- Leading individuals and teams from diverse technical and professional backgrounds.
- Handling multiple high priority tasks simultaneously.
- Developing long-term relationships with internal staff and partner agencies.
- Managing programs including a comprehensive knowledge of programming techniques and budgeting/financial regulations and processes.

CONDITIONS OF EMPLOYMENT:

- BACKGROUND INVESTIGATION:A background security investigation is required for all selected individuals. Appointment will be subject to the applicants successful completion of the security investigation and favorable adjudication. Failure to meet these requirements will be grounds for termination.
- PROBATIONARY PERIOD: Applicants may be required to successfully complete a one-year probationary period (unless already completed).
To meet the minimum qualifications for this position you must meet the specialized experience requirements.
To qualify for the Grade 13 you must have at least one year of experience equal or equivalent to the GS-12 it must include:
- Experience establishing and maintaining working relationships with programming staff partners and project stakeholders (Government agencies private firms state/local/city government agencies etc.) to effectively lead the programming of road and/or bridge projects.
- Experience leading and managing the funding and development of transportation improvement projects to meet partner and agencyrequirements. This includes the ability to analyze input and make decisions on questions related to managing the project scope schedule andbudget in accordance with applicable laws policies and regulations.
KNOWLEDGE SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge skills abilities and/or competencies in the following areas:
- Administration and Management - Knowledge of planning coordination and execution of business functions
resource allocation and production. - Organizational Awareness- Knows the organizations mission and functions and how its social political and
technological systems work and operates effectively within them; this includes the programs policies procedures
rules and regulations of the organization. - Partnering - Develops networks and builds alliances; collaborates across boundaries to build strategic
relationships and achieve common goals. - Oral Communication- Expresses information (for example ideas or facts) to individuals or groups effectively
taking into account the audience and nature of the information (for example technical sensitive controversial);
makes clear and convincing oral presentations; listens to others attends to nonverbal cues and responds

Volunteer work helps build critical competencies knowledge and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience including volunteer experience.
