Position Overview

The Division of Family and Community Services is seeking to hire a manager to join the Office of Housing Stability to oversee the Bureau of Crisis Response Key Projects and Innovative Program Unit. This position serves a full line supervisor with duties and responsibilities as follow: Manages and implements existing and/or new program policies procedures and program objectives/goals to promote compliance with state and federal mandates as delineated in the Illinois Department of Human Services (IDHS)/Division of Family and Community Services (DFCS) Grantmaking Manual Grant Accountability and Transparency Act (GATA) and Federal Funding Accountability and Transparency Act; reviews analyzes and generates written reports regarding proposed and/or existing legislation statutes best practices and/or administrative rules as it relates to the unit; facilitates routine onsite and/or virtual meetings (WebEx) and /or training sessions with grantees and other pertinent internal and external entities to discuss and share information about effective program design and deliverables (policies & procedures schedules service delivery etc.; in the absence of the Bureau Chief oversees other Bureau programs and staff; and creates monitors maintains implements and/or resolves issues associated with required data systems to access generate and disseminate data and documentation for internal and external entities regarding the unit programs; Represents IDHS/DFCS at internal and external stakeholder meetings and performs other duties as assigned that are reasonably within the scope of the duties of the unit.

Essential Functions

  • Manages the Bureau of Crisis Response Key Project & Innovative Program Unit.
  • Manages and implements existing and/or new program policies procedures and program objectives/goals to promote compliance with state and federal mandates as delineated in the Illinois Department of Human Services (IDHS)/Division of Family and Community Services (DFCS) Grantmaking Manual including the development and implementation of the Notice of Funding Opportunity (NOFO) Grant Accountability and Transparency Act (2 CFR 200/GATA) and Federal Funding Accountability and Transparency Act.
  • Serves as full line supervisor.
  • Reviews analyzes and generates written reports regarding proposed and/or existing legislation statutes best practices and/or administrative rules as it relates to Programmatic Services.
  • Facilitates routine onsite and/or virtual meetings and/or training sessions with grantees and other pertinent internal and external stakeholders to discuss and share information about effective contract compliance program design delivery (e.g. monitoring programmatic and fiscal policies procedures schedules).
  • Creates monitors maintains implements and/or resolves issues associated with required data systems to access generate and disseminate data and documentation for internal and external entities regarding Contract Monitoring Unit programs.
  • Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.

Minimum Qualifications

  • Requires knowledge skill and mental development equivalent to completion of four (4) years college with course work in a social or human services field.
  • Require three (3) years of progressively responsible administrative experience managing homeless/housing key projects and innovative programs for a health or human services organization.

Preferred Qualifications

  • Four (4) years of administrative experience managing homeless/housing programs while applying state and federal housing policies and compliance requirements.
  • Four (4) years of administrative experience working with program budgeting and funding/grantmaking processes such as GATA and GATA and 2 CFR 200.
  • Four (4) years of administrative experience managing analyzing and reporting complex permanent and supportive housing data that supports equitable person-centered program design aligned with national best practices.
  • Three (3) years administrative experience in strategic project management using problem solving skills and data tools such as Power BI Business Objects Microsoft Office charts and maps to produce reports for diverse stakeholders.
  • Three (3) years of administrative experience collaborating with internal and external stakeholders providing technical assistance resolving fiscal contractual and programmatic issues and developing Corrective Action Plans as needed in alignment with state and federal housing policies and compliance requirements for a public or private organization.
  • Two (2) years of supervisory experience including assigning and reviewing work monitoring attendance providing training and guidance managing performance addressing grievances imposing discipline and fostering continuous learning and development.
  • Two (2) years professional experience coordinating and facilitating meetings workgroups and trainings with grantees and stakeholders on topics as such as communicating strategic priorities compliance expectations and programmatic/fiscal policies.

  • Requires ability to travel in the performance of duties with overnight stays as appropriate.

The Illinois Governmental Ethics Act (5 ILCS 420/4A et seq.) requires certain state officials and employees to file annual Statements of Economic Interest with the Office of the Secretary of State that will be made available for examination and copying by the public. All employees required to file a Statement of Economic Interest are also required to file the Supplemental Statement of Economic Interest with the Executive Ethics Commission. (See Executive Order 15-09) Fines and penalties apply to untimely filings.
